Public Safety Committee Meeting Held at City Hall Large Conference Room, Tuesday July 16, 2024 at 4:00 p.m. Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978 and Resolution 24-23. The meeting convened at 4:00 p.m. with Councilor Julianna Halvorson presiding, Councilor Carlos Marrujo, Councilor Christina Arnold, Councilor Angela Moore, and Councilor Matthew Chappell being present. Staff present: Mike Mathews, Deputy City Manager; Lance Bateman, Police Chief; Toby Franco, Code Enforcement Supervisor; Chad Cole, City Manager; Karen Sanders, Emergency Manager; Amalia Martinez, City Clerk; Della Andazola, Deputy City Clerk; Shantel Mairot, Animal Services; Hess Yntema, City Attorney; Alison Herring, PVRCC; and Teri Best, PVRCC. Guests: Rita Kane Doerhoefer, James Montalto, Julius Smith, Terri Harber. APPROVAL OF AGENDA Councilor Chappell moved to approve the agenda. Councilor Marrujo was the second. A voice vote was as follows: Councilor Halvorson – yes, Councilor Marrujo – yes, Councilor Arnold – yes, Councilor Moore – yes, and Councilor Chappell - yes. The motion passed 5-0. APPROVAL OF MINUTES Councilor Chappell moved to approve the minutes as presented from the May 8, 2024 Public Safety Meeting. Councilor Marrujo was the second. A voice vote was as follows: Councilor Halvorson – yes, Councilor Marrujo – yes, Councilor Arnold – yes, Councilor Moore - yes, and Councilor Chappell - yes. The motion passed 5-0. REGULAR ITEMS 2. Resolution 24-XX Condemnations, Mr. Franco, Code Enforcement Supervisor presented Three properties for consideration to be placed on the condemnation list and discussed each property. Councilor Arnold moved to send to legal committee with recommendation to place on consent agenda at the July City Council meeting. Councilor Moore was the second. A voice vote was as follows: Councilor Halvorson-yes, Councilor Marrujo-yes, Councilor Arnold-yes, Councilor Moore-yes and Councilor Chappell-yes. The motion passed 5-0. NON-ACTION ITEMS 4. Discussion of the court ruling on the Grant versus Johnston case – Deputy City Attorney Josh Nairn-Mahan gave an update on the court’s decision in this case. 5. Feedback on the Miami-Dade County Jail Diversion Tour- Deputy City Attorney Josh Nairn-Mahan gave a report on his visit to Miami and his observations of this program being used in Miami- Dade County and answered questions from the committee about what he seen. 5. Discussed possible changes to Chapter 4 of the City Code – City Attorney Hess Yntema discussed possible updates to chapter 4. Public input was taken on this item for consideration. Mr. Yntema will have some revisions for the next public safety meeting to consider before sending to legal committee for consideration. MONTHLY DEPARTMENT REPORTS Departments presented the committee with their reports and answered any questions. 6. Roswell Fire Department Monthly Report 7. Consolidated Dispatch 8. Emergency Management 9. Community Development 10. Roswell Police Department 11. Fire Marshal Monthly Report PUBLIC PARTICIPATION None. ADJOURNMENT The meeting adjourned at 5:37 p.m. Next meeting will be August 13, 2024 @ 4:00 p.m.
