Public Safety Committee Meeting Held at City Hall Large Conference Room, Wednesday August 13, 2024 at 4:00 p.m. Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978 and Resolution 24-23. The meeting convened at 4:00 p.m. with Councilor Julianna Halvorson presiding and present, Councilor Carlos Marrujo - Absent, Councilor Christina Arnold - Present, Councilor Angela Moore – Present via go-to meeting and Councilor Matt Chappell Absent. For The Record: Mr. Mathews reported to Chair that we do have a quorum, Chair Halvorson advised that we did not have quorum and that members needed to be present to vote. After some discussion between the Chair and Councilor Moore, Councilor Moore disconnected from the meeting. Chair Halvorson and Councilor Arnold present. Staff present: Mike Mathews, Deputy City Manager; Lance Bateman, Police Chief; Toby Franco, Code Enforcement Supervisor; Chad Cole, City Manager; Karen Sanders, Emergency Manager; Hayley McFadin, Emergency Management; Shantel Mairot, Animal Services; Shaylynn McKelvey, Kennel Manager; Hess Yntema, City Attorney; Alison Herring, PVRCC; Teri Best, PVRCC; Jessica Vickers, Community Development. Guests: James Licon, Nicole East, Conrado Deanda, Megan Tellas, Josia Olave, Christine Leon, Marie Monje, Jacque McFairland, and Abby Hess. APPROVAL OF MINUTES No quorum, no action taken. REGULAR ITEMS 2. Resolution 24-XX Condemnations, Mr. Franco, Code Enforcement Supervisor presented Four properties for consideration to be placed on the condemnation list and discussed each property. No quorum, discussion only, no action taken. 3. Review and consider amendments to Chapter 4 of the City Code. No quorum, discussion only, no action taken. NON-ACTION ITEMS 4. Presentation about the Fire Prevention Program and fire Marshal’s Office. Fire Marshal PUBLIC PARTICIPATION Mr. James Licon presented his concerns about speeders on east 23rd St and condemned properties in the area.
