Public Safety Committee Meeting Held at City Hall Large Conference Room, Tuesday, September 17, 2024 at 4:00 p.m. Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978 and Resolution 24-23. The meeting convened at 4:00 p.m. with Councilor Julianna Halvorson presiding and present, Councilor Carlos Marrujo - Present, Councilor Christina Arnold - Present, Councilor Angela Moore – Present and Councilor Matt Chappell Present. Mr. Mathews report to Chair that we do have a quorum. Staff present: Mike Mathews, Deputy City Manager; Lance Bateman, Police Chief; Toby Franco, Code Enforcement Supervisor; Chad Cole, City Manager; Karen Sanders, Emergency Manager; Hayley McFadin, Emergency Management; Shantel Mairot, Animal Services; Shaylynn McKelvey, Kennel Manager; Hess Yntema, City Attorney; Alison Herring, PVRCC; Jessica Vickers, Community Development; Matt Miller, Fire Chief; Jared Olive, Fire Marshal. Guests: Abby Hess, Rita Kane-Doerhoefer, Mike Albers. APPROVAL OF AGENDA Councilor Moore moved to approve agenda; Councilor Arnold was the second. A voice vote was as follows: Councilor Halverson – yes, Councilor Marrujo – yes, Councilor Arnold – yes, Councilor Moore – yes, and Councilor Chappell – yes. The motion passed 5 – 0. APPROVAL OF MINUTES 1. Councilor Moore moved to approve the minutes from the July 16, 2024 public safety committee meeting. Councilor Arnold was the second. A voice vote was as follows: Councilor Halvorson-yes, Councilor Marrujo-yes, Councilor Arnold-yes, Councilor Moore- yes and Councilor Chappell. The motion passed 5-0. 2. Councilor Moore moved to approve the minutes from the August 13,2024 public safety committee meeting. Councilor Arnold was the second. A voice vote was as follows: Councilor Halverson-yes, Councilor Marrujo-yes, Councilor Arnold-yes, Councilor Moore- yes and Councilor Chappell-yes. The motion pass 5-0. REGULAR ITEMS 3. Resolution 24-XX Condemnations, Mr. Franco, Code Enforcement Supervisor presented three properties for consideration to be placed on the condemnation list and discussed each property. Councilor Arnold moved to send Resolution 24-XX to legal Committee with a recommendation to place on consent agenda at the October City council Meeting. Councilor Marrujo was the second. A voice vote was as follows: Councilor Halvorson-yes, Councilor Marrujo-yes, Councilor Arnold-yes, Councilor Moore-yes and Councilor Chappell-yes. Motion passed 5-0. 4. Ordinance 24-XX: Consider recommending to authorize to advertise for a pubic hearing to consider adopting proposed Ordinance 24-XX an Ordinance Amending Chapter 4 of the Roswell City Code. City Attorney Yntema presented proposed changes to chapter 4 of the Roswell City Code, committee members and the public discussed proposed changes. Councilor Moore moved to send to legal committee with a recommendation to send to full council and hold a public hearing. Councilor Arnold was the second. A voice vote is as follows: Councilor Halvorson-yes, Councilor Marrujo-yes, Councilor Arnold-yes, Councilor Moore-yes and Councilor Chappell-yes. The motion passed 5-0. NON-ACTION ITEMS 5. Lead program, Behavioral Support Discussion, Councilor Arnold briefed the committee on the progress that has been made and the participation from the Roswell Police Department and the Roswell Fire Department. Also shared information on upcoming trip to Colorado to visit a working program to get ideas. 6. Fire prevention program, Fire Marshal Jared Olive presented a power point on the history of fire prevention and the importance of fire codes in America. Mr. Olive also discussed staffing and job duties of the Roswell Fire Prevention division.
