Public Safety Committee Meeting Held at City Hall Large Conference Room, Tuesday, October 15, 2024 at 4:00 p.m. Notice of this meeting was given to the public in compliance with Section 10-15-4, NMSA 1978 and Resolution 24-23. The meeting convened at 4:00 p.m. with Councilor Julianna Halvorson presiding and present, Councilor Carlos Marrujo - Present, Councilor Christina Arnold - Present, Councilor Angela Moore – Present and Councilor Matt Chappell being absent. Mr. Mathews reported to Chair that we do have a quorum. Staff present: Mike Mathews, Deputy City Manager; Toby Franco, Code Enforcement Supervisor; Karen Sanders, Emergency Manager; Hayley McFadin, Emergency Management; Shantel Mairot, Animal Services; Shaylynn McKelvey, Kennel Manager; Hess Yntema, City Attorney; Alison Herring, PVRCC; Jessica Vickers, Community Development; Matt Miller, Fire Chief; Steve Chaves, Division Chief; Amalia Martinez, City Clerk; Della Andazolla, Deputy City Clerk. Guests: Abby Hess, Rita Kane-Doerhoefer, Bruce Andler, William Robles, Francisco Gonzales, Terri Harber, Kevin Barry. APPROVAL OF AGENDA Councilor Arnold moved to approve agenda; Councilor Marrujo was the second. A voice vote was as follows: Councilor Halverson – yes, Councilor Marrujo – yes, Councilor Arnold – yes, Councilor Moore – yes, and Councilor Chappell being absent. The motion passed 4 – 0. APPROVAL OF MINUTES 1. Councilor Arnold moved to approve the minutes from the September 17, 2024 Public Safety Committee Meeting. Councilor Marrujo was the second. A voice vote was as follows: Councilor Halvorson-yes, Councilor Marrujo-yes, Councilor Arnold-yes, Councilor Moore-yes and Councilor Chappell being absent. The motion passed 4-0. REGULAR ITEMS 2. Councilor Arnold presented information on the Lead program along with Kevin Barry from the NM Mounted Patrol and Division Chief Chaves for Roswell Fire Department, and their visit to Colorado to tour the program in place in Colorado. This item will stay on agenda for updates each month. 3. Animal Services Manager Shantel Mairot presented information on the year long Community Cat Program. Councilor Moore moved to send to Legal Committee with a recommendation to place on the consent agenda. Councilor Arnold was the second. A voice vote was as follows:  Councilor Halvorson-yes, Councilor Arnold-yes, Councilor Marrujo-yes, Councilor Moore-yes and Councilor Chappell being absent. The motion passed 4-0. Roswell Police Department PUBLIC PARTICIPATION William Robles and Francisco Gonzales spoke regarding vandalism at their property, Chero’s Boots, located at 501 S. Main St, Roswell, NM, 88203.
