CITIZEN COMMUNICATION Any citizen wishing to speak during citizen communication regarding an item on or off the agenda may do so after completing the required registration card. All comments must be no more than 3 minutes in length per §2-26(b)(5), of the Round Rock Code of Ordinances, 2018 Edition. Any comments regarding items not on the posted agenda may not be discussed or responded to by the City Council per state law. E. PROCLAMATIONS: E.1 Consider proclaiming September 2023 as "Childhood Cancer Awareness Month" in the City of Round Rock. F. CONSENT AGENDA: All items listed under the Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless requested by a Council member in which event, the item will be removed from the consent agenda and considered separately. F.1 Consider approval of the minutes for the July 27, August 9 and August 10, 2023 City Council retreats and the July 27 and August 10, 2023 Regular City Council meetings. F.2 Consider an ordinance amending Chapter 14, Article VI, Code of Ordinances (2018 Edition), regarding inspection of stormwater structural controls. RESOLUTIONS: H.1 Consider a resolution amending "Appendix A: Fees, Rates and Charges" to the Code of Ordinances (2018 Edition) related to subdivision and zoning fees. H.2 Consider a resolution authorizing the Mayor to execute an Agreement to Terminate Economic Development Program Agreement with Crow Group Series, LLC and all related documents. H.3 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 3 with LJA Engineering for the Red Bud Lane South Project. H.4 Consider a resolution authorizing the City Manager to issue a Purchase Order to Mickie Service Company, Inc for an emergency line stop for the west transmission line. H.5 Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 1 with Kimley-Horn and Associates, Inc. for the Kenney Fort 24-inch Reuse Line Extension Project. H.6 Consider a resolution authorizing the Mayor to execute Amendment No. 1 to Interlocal Agreement for Emergency Water Supply with Williamson County Water, Sewer, Irrigation and Drainage District No.3. H.7 Consider a resolution authorizing the Mayor to execute a Second Amendment to the Amended and Restated Master Contract for the Financing, Construction, Ownership and Operation of the Brushy Creek Regional Wastewater System. H.8 Consider a resolution authorizing Brushy Creek Regional Utility Authority (BCRUA) to approve a Contract with Thalle Construction Company, Inc. for the BCRUA Underwater Pipeline Improvements Project. H.9 Consider a resolution approving and authorizing the Brushy Creek Regional Utility Authority to execute the Financing Agreement with the Texas Water Development Board related to the issuance of contract revenue bonds. H.10 Consider a resolution approving and adopting Financial Policies related to the Budget for FY 2023-24. I. ORDINANCES: I.1 Consider public testimony regarding, and an ordinance adopting the FY 2023-2024 Annual Budget for the City of Round Rock. (First Reading)(Requires Two Readings) I.2 Consider public testimony regarding, and an ordinance adopting the 2023 Property Tax Rate for the City of Round Rock. APPOINTMENTS: J.1 Consider the Council’s approval of the Mayor’s appointments of the President, Vice President, and Secretary of the Round Rock Transportation and Economic Development Corporation.
