5.a Staff Report – Nicole McEachern
Administration
Online registration for Summer Recreation Programs began this
week.
There are currently two full time Recreation Coordinator positions
proposed in the draft budget. Pending Commission approval, we
will be hiring the first one to start soon, hopefully so they can start
this summer. The second, if approved, will start in February 2026.
The budget reading is slated for May 19, with potential budget
approval June 9.
Recreation
We held our annual Senior Center Volunteer Appreciation Brunch
on Wednesday, April 30. Last year, we had 103 volunteers that
completed over 7,000 hours of service.
Staff attended an introductory meeting with SMART as there have
been many transitions in leadership on both sides.
Parks and Recreation Clerk Elana Bordine attended the mParks
Emerging Leaders Workshop in Novi.
Four Seasons preschool graduation is next week. Congratulations
to our students entering kindergarten next year!
Dance program recital is this Saturday, May 17. We have sold a
record number of tickets (nearly 500) so far and expect a full
house.
Rock the Block started today, May 15 and continues tomorrow. 22
low-income seniors are receiving outdoor home repairs and yard
clean up, plus a couple parks that were missed on Annual Park
Clean Up. This is a partnership with Habitat for Humanity.
New partnership with Oakland County for Health and Housing Fest
at Normandy Oaks Park, scheduled for August 5, 11 am - 2 pm.
Park/Facilities
Clawson Park Groundbreaking Event was held on Wednesday,
April 30. Over 50 community members attended to learn more
about the project. Project is estimated to finish in November.
Construction began May 5 and should be completed by fall.

Bids closed for Senior Center Renovation project on May 8. Bids
are currently being reviewed. We are anticipating a 42 calendar day
construction timeline over the summer. We are working hard to
minimize impact to services and find temporary workspaces for
staff. A communications plan is being developed to inform the
community.
Memorial Park Netting Project had its pre-construction kick off
meeting. Construction will begin within next couple of weeks once
materials arrive with full completion by August 1. Impact to field
scheduled should be minimal.
At Lockman Park, we will be replacing the swing and reinstalling
two removed amenities (hippo climber and dinosaur spring rider).
We have those 2 items in storage, and DPS will reinstall them once
the necessary parts arrive. The new swing has a 12 week lead time
and has been ordered.
Community Garden program started May 1 and is completely sold
out. On May 15, McEachern met with Garden Club members who
manage perennial border to talk about the upcoming garden
season.
5.b City Commission Comments
Commissioner Kolo shared the following updates:
The play structure at the parking garage at South Lafayette Avenue and
West 4th Street will be removed due to condition and age. Efforts are
underway to explore potential funding from the DDA for a new amenity at
the site. A second-grade Brownie troop visited City Hall, held a mock city
council meeting, and brainstormed ideas for the location, including a
pollinator garden.
The Master Plan, set to guide Royal Oak’s development for the next 50
years, is nearing completion.
An upcoming report on downtown vacancy rates will show that Royal Oak
is in line with the rest of the region.

Commissioner Kolo answered that the bathroom facility is not moving
forward, but the city is considering Throne restroom facilities as an
alternative.

There was discussion about three potential locations as described in the
included memo. The group discussed pros and cons with each location,
specifically with regard to potential accessibility challenges related to
pathways and parking. There was not a general consensus. Four board
members supported VFW, two supported Red Run. One was neutral but
did not support Exchange. All supported getting the play structure
imported as soon as possible to be able to benefit the community.

RE: John Lindell Ice Arena - Historical Summary
Suburban Arena Management has been contracted by the City of Royal Oak to manage the John Lindell
Ice Arena since May 1, 2011. The current seven-year management agreement runs from July 1, 2018
through June 30, 2025, and can be extended by mutual agreement between the two parties for two
additional one (1) year periods.
SAM is responsible to operate and maintain the ice arena in a safe, clean and aesthetically acceptable
condition and provided skilled customer service on a constant basis.
SAM is the arena management arm of Suburban Sports Group which operates three company owned ice
arena facilities, Rochester (1999), Macomb (2004), Farmington Hills (1998) and manages two facilities
for cities, Royal Oak (2011) and Novi (1999).
Suburban is best known for its marketing-leading initiatives in operating hockey and figure skating
programs that are tailored to meet the needs of both the local community and the highly competitive
athlete. Those programs include Learn to Skate, figure skating, youth and adult hockey, tournaments,
public skating and drop-in hockey activities.
The LTS program at Royal Oak is part of the Suburban Skating School, which has the largest
membership in the state and is one of the top programs in the country. Six 6-week sessions are offered
at JLRO throughout the year with approximately 700 unique students and almost half of them being
residents of Royal Oak. The New Edge Figure Skating Club in conjunction with the ice arena offers
recreational and competitive figure skating on a year-round basis along with the annual Ice Show.
At the request of the city, Royal Oak Hockey Club was formed in 2014 and managed by Suburban/ice
arena staff. Prior to that time, the Royal Oak Hockey Association was a volunteer-run organization that
rented ice at the facility and had been declining in membership and in volunteerism. This season there
were over 260 youth players participating in the ROHC with over 130 of them being 8 years old or
younger and more than a third Royal Oak residents. In the 2023-24 season the ROHC was awarded the
Michigan Amateur Hockey Association of the Year for its efforts in growing participation. The first place
price of $7,500 was utilized to purchase equipment upgrades to enhance the 8 & under program.

The Royal Oak Adult Hockey League is operated by the arena staff and typically has 32-36 teams during
the fall/winter season and 16-18 for spring. Additionally the Royal Oak Senior Hockey League and
several other adult user groups utilize the facility on a year-round basis.
Other customers include M1 Griffins Unified (Royal Oak, Berkley, Clawson, Ferndale) and Bishop Foley
High Schools. Public activities enjoyed by the residents include Open Skate, Drop-in Hockey and Sticks
and Pucks.
Additionally, being well-connected in the hockey and ice arena community, Suburban is able to attract
several large tournaments to the facility throughout the year with teams attending from all over the
country and Canada. These tournaments bring in well over $100,000 in ice rental as well as significant
revenue for the restaurants, hotels and other businesses in the city.

SUBJECT: Fee Structure and Priority Resident Registration
We periodically review our fee structure to ensure that our Parks and Recreation services remain affordable,
fair, and sustainable for the community. As costs continue to rise due to maintenance, staffing, and operational
needs, adjustments help us maintain high-quality facilities and programs while balancing cost-sharing between
residents and non-residents.
Priority Registration for Residents:
We want to give residents the opportunity to register two weeks before non-residents, ensuring they have first
access to programs. We would like to move forward with this change for the Fall Insight.
Non-resident/Resident Rates:
We have had different rates for residents and non-residents across various programs for quite some time. Our
proposal is to apply non-resident rates more consistently across all programs. For example, many senior
center programs currently do not have a designated non-resident rate. If this adjustment is approved as part of
the fee schedule, some changes will take effect with Fall Insight, while others will be implemented in January
2026.

We are seeking feedback from the Parks and Recreation Advisory Board on these proposed changes. Fee
adjustments will be incorporated into the City Fee Schedule for Fiscal Year 2025-2026.
