Total Fuel Volume in April 2021-9739 gallons
Self Service Statistics April 2021 : 1321.5 gallons 70sales,27.93% of AVGAS
Volume, 13.57% of Total Volume, 18.88 gallons average per sale
End of April 2021 YTD Fuel Volume: 33277 gallons which is a
44.61% increase compared last April 2020
Financial - Accounts Receivable Aging for April 2021 0>90
City Hanger Occupancy in April 2021 was: 79.18%_ City Enclosed Hangar _100% _

OLD BUSINESS
1. 2021 AIP Grant Project- Bob Chatman
FAA Approved via Congressional delegation
Grant agreement arrived at the city
Mayor has signed, need City Attorney to sign
Will issue notice of approval for $676,047
Was 90-10 in past, now FAA will pay 100% as we go
2. Meeting with Mayor and Paul Harvel to discuss scheduled air service-
Keith
Will meet after Memorial day to develop a plan
3. Discussion on New Hangars and making a formal recommendation to
apply to the ADA for funding up to $400K- Update Keith Frazier
Mayor is concerned about cost
Six people have already signed letters of commitment to rent
Conway is building 12 bay nested T-Hangers
Hot Springs is building 10 bay nested T-Hangers
Clarksville and Springdale are building
Approximate cost now equal approximately $700,000
City could apply for state grants totaling $400,000
90-10 $150,000, 80-20 $250,000
Costs rising rapidly due to steel and materials increase
Manager will run grant report for information to city on past
improvements
Hangers themselves are not the biggest part of the expense,
land prep is expensive
Return on investment should include fuel sales, tax base +
ancillary items
ROI on rent alone would be $14,400/year – 25 year payback –
better return than city surplus funds bank investments
Surrounding airports are spending significantly to improve
their facilities/direct competition for RUE/Russellville
Airport needs investment to grow and continue to be a viable
part of city infrastructure
Would open up older hanger for use as airport maintenance
building since ASL has occupied previous building
