The Board of Adjustment will hold its regular meeting on Monday, November 25
2013 at 5:00 p.m. in the Council Chambers of City Hall.

BOARD OF ADJUSTMENT
MINUTES
November 25, 2013
The Russellville Board of Adjustment met in its Regular Meeting, Monday,
November 25, 2013, at 5:00 p.m. in the City Hall Council Chambers.
Members Present: Chairman Blake Tarpley, Secretary Aldona Standridge, and
Jim Davenport, Jim Sims, and Dusty Bonds
Members Absent: None
Visitors/Officials Present: City Planner David Harris, Jim Lynch/City Corp, Fire
Marshall Richard Setian, Planning Assistant Lequitta Jones, Mayor Bill Eaton, and
W.R. Taylor.
WELCOME VISITORS
The First Order of Business was to review and approve the minutes of the
September 23, 2013, Regular Meeting.
Member Davenport made the motion to approve the minutes as written. The
motion was seconded by Commissioner Sims and passed unanimously.
The Second Order of Business was a Public Hearing requesting a 23-foot
variance from the required M-2 zoning district 25-foot side yard setback to allow a
proposed wash bay at Zebcon Ready Mix, 2808 East 16th, submitted W.R. Taylor,
Jr. (BOA 13.11.3602)
City Planner Harris said the adjoining property is 3-4 feet higher than the Zebcon
property, so there should be no water from the proposed structure flowing onto that
property. Harris also stated that Mr. Lynch with City Corp is okay with the
proposal, and that no other utility had responded, which generally indicates there
are no problems. Mr. Harris said he did not have any issues with the proposal.
Member Davenport asked if there is any way the waste water from the wash can
get to the creek. Mr. Taylor said no, the waste water must go into the sewer. The
reason for the roof is to prevent rain water from entering the sewer. City Planner
said Fire Marshal Setian may have some minor requirements regarding the wall
closest to the property line.
Secretary Standridge asked if there had been comments from nearby property
owners. Mr. Taylor and City Planner Harris both responded 'no'. Commissioner
Sims asked if there were problems with the utilities being in the way. Mr. Taylor
said there are no utilities under the building and there should be no problems.
Secretary Standridge made the motion to approve the request subject to the Fire
Marshal’s approval if Mr. Taylor encloses the building. Member Bonds seconded
the motion and passed unanimously.
