BOARD OF ADJUSTMENT
MINUTES
July 27, 2015
The Russellville Board of Adjustment met in its Regular Meeting, Monday, July 27, 2015,
at 5:00 p.m. in the Russellville, Arkansas City Hall Council Chambers.
Members Present: Chairman Blake Tarpley, Vice-Chair Eric Westcott, Secretary Wesley
White, and Member Jim Sims.
Members Absent: Member Mike Wilkins
Visitors Present: Alderman Bill Eaton, City Planner David Harris, City Attorney Smith,
Building Official Holstein, and Jim Lynch/City Corp,
Welcome
The First Order of Business was a request to review and approve the minutes of the June
22, 2015 meeting.
Commissioner Westcott made the motion to approve the minutes as written. The motion
was seconded by Commissioner Sims and passed unanimously.
The Second Order of Business was a Public Hearing requesting review and approval of a
variance of 14’ 3” to allow a 10’ 9” front-yard setback from the required 25’ to construct a
covered drive-thru payment window, for property located at 5306 North Arkansas Avenue.

City Planner Harris said this is a great addition. The only concern was the stacking area
during cut-off date. Up until this month, I was really surprised at how many people are in
there paying on the cut-off date. If most of those folks were trying to pull through the
drive-thru the fourth car is going to be exposed. I know you think no one is this crazy
enough to sit in the northbound lane of Highway-7. Well I think you are wrong. I think we
have all kind of people that are crazy enough to pull up there and stop in the highway. It
looks like you could have one person at the window and maybe two more cars stacked
behind them, but that fourth car if they are a mind to they are going to be exposed.
Member Sims asked what they did before. Mr. Harris said there is a slot in the wall. So
you would have to pull in, stop, and get out of the car. If they are using the drive-thru
rather than pulling into the parking lot and getting out to the slot or going into the office
they will be sitting in their car in line waiting to get to the window.
Chairman Tarpley asked Mr. Harrison if that had been considered? Mr. Harrison said, yes
that they could use the shoulder.
Member Westcott said with no other issue, motion to approve the variance as requested.
The motion was seconded by Commissioner White and passed unanimously.
