CIVIL SERVICE COMMISSION MEETING 5:00 p.m., March 26, 2013 City Hall 1st Floor Conference Room Commissioners: City/Department Representatives: Toni Bachman, Chairman, Present Freddie Harris, City Council Liaison, Absent Bert Fleck, Present Trey Smith, City Attorney, Present Garrie Kellam, Present Jeff Humphrey, Police Chief, Present Jim Campbell, Present John Cochran, Fire Chief, Absent Phillip Lea, Present Tracey Cline-Pew, Human Resources, Present Meeting Minutes Chairman Toni Bachman called the meeting to order at 5:05 p.m. The Commission reviewed the minutes of the February meeting. Bert Fleck made a motion that the minutes be approved. Jim Campbell seconded the motion. The minutes were approved. OLD BUSINESS Civil Service Commission • None. Police • Civil Service Commissioners reviewed the upcoming entry-level Police Officer testing schedule to determine that there would be commissioners available to cover the testing on April 13 and April 20, 2013. On April 13, 2013, all commissioners will be present for the testing with the exception of Phillip Lea. On April 20, 2013, all commissioners will be available. Fire Department • None. NEW BUSINESS Civil Service Commission • None. Police Department • Chief Humphrey asked for clarification regarding the process of removing a candidate from the "Certified List" once it was determined that they were not eligible due to out-factors, asked to be removed from the list, or could not be contacted after every effort was made to reach them. Chief Humphrey explained that he usually contacted the Civil Service Commission and asked  them to remove the person from the list. He wanted to be sure this was the correct procedure since it is a Civil Service Commission list, and not maintained by the Police Department. • Chief Humphrey also asked the commissioners to consider the Civil Service Commission's standards of conduct as reflected in the Civil Service Commission Rules and Regulations compared to the Police and Fire Department's standards of conduct. He stated that there appeared to be discrepancies between the three sets and asked the Commission to consider reconciling them so that only one universal set would exist. Chief Humphrey stated that he and Chief Cochran would need to meet again and then get back with the Commission regarding this matter. Toni Bachman pointed out that the standards of conduct had been revised in the past, but she had recently made a note that it was time to review them again. The Commission will wait on Chief Humphrey and Chief Cochran to meet and determine what action they would like taken. Fire Department • It was reported that a firefighter recently resigned to pursue another career opportunity in a different field. • A conditional offer of appointment as a probationary firefighter has been extended to Luke Treat. Mr. Treat was first on the Certified List. Jim Campbell made a motion that the meeting be adjourned. Phillip Lea seconded the motion. The meeting was adjourned at 6:00 p.m.
