CIVIL SERVICE COMMISSION MEETING 5:00 p.m., April 22, 2014 City Hall 1st Floor Conference Room Commissioners: City/Department Representatives: Toni Bachman, Chairman, Present Freddie Harris, City Council Liaison, Present Bert Fleck, Present Trey Smith, City Attorney, Present Garrie Kellam, Absent Jeff Humphrey, Police Chief, Present Jim Campbell, Present John Cochran, Fire Chief, Present Phillip Lea, Absent Tracey Cline-Pew, Human Resources, Present Meeting Minutes Chairman Toni Bachman called the meeting to order at 5:00 p.m. The Commission reviewed the minutes of the February meeting. Bert Fleck made a motion that the minutes be approved. Jim Campbell seconded the motion and the minutes were approved. OLD BUSINESS Civil Service Commission  Bert Fleck distributed the results of the Police Department entry-level testing. The list incorporates the names of the candidates from the current certified list that expires on November 11, 2014. Toni Bachman commented that there was a very good group of candidates. Chief Humphrey reported that he anticipated hiring two entry-level officers in the coming year. Police  None. Fire Department  Chief Cochran stated that the memo regarding promotional testing along with the signup sheets had been distributed. He said that currently there were eight to nine candidates for Driver and five to six candidates for Captain. He was still waiting for candidates for the Battalion Chief to sign up. Chief Cochran expected to have two to three candidates for this position. Chief Cochran explained to the Commission that this year's testing materials would cost slightly more than usual because the manuals used for study had new editions. Although the Fire Department may be over budget for this line item, he expected to be able to transfer funds from another line item to cover the difference. NEW BUSINESS Civil Service Commission  Toni Bachman brought the eligibility requirements for promotional testing up for discussion. Chief Cochran stated that the Civil Service Rules and Regulations mirrored State Statutes that set forth that a candidate must meet the eligibility requirements for promotional testing within 12- months of taking the exam. A candidate cannot be promoted until all requirements are met. Police Department  Chief Humphrey brought it to the Commission's attention that the current Sergeant's certified list expires on August 20, 2014. The Police Department currently has one Sergeant position open. Chief Humphrey requested that promotional testing for Sergeant be conducted in October. The testing dates will be finalized at a later time. Fire Department  Chief Cochran reminded the Commission that the Fire Department usually conducts entry-level testing in October.  Chief Cochran reported that Driver/Training Officer Chris Vick had chosen to take a lateral transfer to Firefighter/Driver on Engine 1C. Firefighter/Driver Brad Barnhouse will be assuming the role of Driver/Training Officer. Firefighter/Driver Barnhouse is eager to take over and will attend the next meeting of the Civil Service Commission. At 5:45 p.m. Bert Fleck made a motion that the meeting be adjourned. Jim Campbell seconded the motion and the meeting was adjourned.
