RUSSELLVILLE CIVIL SERVICE COMMISSION MINUTES October 24, 2023, 5:00 p.m., Central Fire Station, Russellville and Online via Google Meets Commissioners: City/Department Representatives: Mark Lykins, Chairman Present Brent Moix, Fire Chief, Present Toni Bachman, Present David Ewing, Police Chief, Present Jon Brown, Present Ruben Camacho, Absent Phillip Lea, Present Jason Ramsey, Absent Barbara Horton, Absent Meeting Minutes Commissioner Lea moved and Commissioner Brown seconded a motion to approve minutes of August 23, 2023 as presented. The Commission approved the minutes. Business  Chief Ewing requested the Commission suspend competition in order to hire a certified officer: Matthew Meinke. Discussion of his situation ensued. Commissioner Lea moved that the Commission suspend competition, applying rule four of chapter three of the Civil Service Commission Rules and Regulations, in order for the Russellville Police Depart to offer a position to Matthew Meinke. Commissioner Bachman seconded the motion. The Commission approved the motion.  The Commission set Saturday November 4, 2023 as the date for the PAT testing and interviews for two candidates who had already passed the entry level written test. The entry level testing process was suspended until January.  There was a report on the new hire process for Russellville Fire Department. Of the 34 applicants, thirteen showed up to test. Eight passed Tier testing and the Physical Test. And all eight passed the written test and were interviewed.  There was a report on the new hire process for RPD in September and October. In September, four took the written test and two passed. In October, two took the written test and both passed.  Meeting adjourned.
