Russellville Oakland Cemetery Commission Minutes July 21, 2015 The Russellville Oakland Cemetery Commission met on Tuesday, July 21, 2015, at 5:30 p.m. in the Council Chambers Conference Room on the second floor for the regular monthly meeting. Attending: Director Stephanie Warwick, Chairman Garland Steuber, City Attorney Trey Smith, Vice- Chairman/Commissioner David Lee, Commissioner/Secretary Mindy Hudson, Commissioner Patricia Petray, Commissioner Anna Fields, Commissioner Donna Eubanks, Finance Director Jerry McKaughan, and visitor Sean Ingram from the Courier. Absent: Commissioner Rebecca Howell and City Council Liaison Robert Wiley. The meeting was called to order at 5:30 p.m. by Chairman Garland Steuber. Old Business: The First Order of Business: was to approve the minutes from the June 16, 2015, Cemetery Regular Meeting. Commissioner Fields made a motion to accept the minutes. Commissioner Eubanks seconded the motion, which passed unanimously. The Second Order of Business: was the monthly financial report by Finance Director McKaughan. The June balance is $45,589.35. Commissioner Petray asked about using money from this fund for a columbarium since the City Council had not yet approved funding for one. Finance Director McKaughan stated that $33,000 of that is committed for the year, and the rest is needed for unexpected expenses. Chairman Steuber stated that the council has only tabled the discussion of funding for now. The financial report was concluded. The Third Order of Business: was the Overall Operations Report given by Director Warwick. She first reported that the felled tree along Drive 4 has been removed as well as the three others in the same cluster. There was a breakdown in communication with Public Works, who started the project. Lynn's Tree Service finished the work for a total cost of $400, which was below the originally allotted $550. Director Warwick also reported that an insurance check for $1,122.40 had been received for the damage done to the cemetery fence along 11th Street. The estimate from Dependable Fencing is $700 for repairs, and the estimate from McGee's Monument is $332.46 for repairs. Chairman Steuber noted that the monuments stayed almost damage free, although being knocked over and moved. Director Warwick will have these repairs done. New Business: The First Order of New Business: concerned an ad to be placed in the Courier about cemetery plots for sale. After a short discussion on wording, Commissioner Hudson made a motion to have the ad run once a week for six weeks at a cost of $187.29. Commissioner Fields seconded the motion, which passed unanimously. The Second Order of New Business: was an issue Director Warwick brought up concerning vehicles being driven in the yet-to-be developed portion of the cemetery. Chairman Steuber suggested that Director Warwick ask Public Works to place parking blocks where needed to prevent this. Chairman Steuber adjourned the meeting at 6:30 PM.
