August 18, 2015
The Russellville Oakland Cemetery Commission met on Tuesday, August 18, 2015, at 5:30 p.m.
in the Council Chambers Conference Room on the second floor for the regular monthly meeting.
Attending: Director Stephanie Warwick, City Attorney Trey Smith, Vice-
Chairman/Commissioner David Lee, Commissioner/Secretary Mindy Hudson, Commissioner
Patricia Petray, Commissioner Rebecca Howell, City Liaison Robert Wiley, Mayor Randy
Horton, and visitor Sean Ingram from the Courier.
Absent: Chairman Garland Steuber, Commissioner Anna Fields, Commissioner Donna Eubanks.
and Finance Director Jerry McKaughan.
The meeting was called to order at 5:30 p.m. by Vice Chairman David Lee.
Old Business:
The First Order of Business was approving the minutes from the July 21, 2015, Cemetery
Regular Meeting. A motion was made by City Liaison Robert Wiley to accept the minutes.
Commissioner Petray seconded the motion, which passed unanimously.
The Second Order of Business was to consider the monthly financial report. Finance Director
McKaughan was absent. The Commissioners looked over the report and City Attorney Trey
Smith brought attention to page three of the Schwab report, which gave an ending value of
$123,915.72 as of July 31, 2015 in that account. In the matter of the operating fund, the Balance
Sheet showed a total liabilities and fund balance for the cemetery of $42,746.78. City Liaison
Wiley made a motion to approve the presentation of the financial report. This was seconded by
Commissioner Howell, with the motion passing unanimously.
The Third Order of Business was the Overall Operations Report given by Director Warwick.
First, she reported that the cemetery operations have been normal for the month.
Secondly, Director Warwick informed the commission that she had begun to research the
history of the cemetery and those buried there. She has begun this with an intention to
look into the cemetery becoming registered with the State Historical Society.
Thirdly, Director Warwick stated that McGee Monument Company has completed repairs
to stones listed on the restoration project, to stones damaged by the fallen oak tree, and to
stones damaged by the car accident on the corner of Detroit and 11th Street.
Lastly, she informed the commission that beginning the end of July, the ads for plots have
run in the Courier once a week on Wednesdays.
New Business:
The First Order of New Business was a discussion about the price per niche in the
Columbarium. McGee Monument Company has agreed to do standard engraving on the shutter
[front of the niche] for a cost to the cemetery of $65 each. Following the discussion, a price of
$600 per niche, with this engraving included, was proposed by Mayor Horton and other
commissioners. There will be no opening fee for the niches as there is with standard plots and
plots for cremains. Commissioner Hudson made a motion to set $600 as the price per niche, with
the standard engraving as part of the package. Extra engraving would be a separate expense for
the customer. Commissioner Petray seconded the motion, which passed unanimously.
Vice Chairman David Lee commended Director Warwick for a great job with her work for the
Oakland Cemetery.
The meeting was adjourned at 6:10 PM.
