April 18, 2023
The Russellville Oakland Cemetery Commission met for the regular meeting on Tuesday April
18. 2023 at 5:30 p.m. in the 2nd Floor Conference Room of City Hall.
The meeting was called to order at 5:30 by Commission Chair, Mindy Hudson.
Attending in Person: Director Stephanie Warwick, Commission Chair Mindy Hudson,
Commission Secretary Jami Mullen, Commissioner Walter Hudson, and City Council Liaison
Nathan George.
Attending via Google Meets: Commission Vice Chair Mary Schwartz, Commissioner Cindy
Hlass, and City Attorney Trey Smith.
Director Warwick noted that we have a quorum.
Old Business:
The First Order of Business was to review and approve the minutes from the March 21, 2023
meeting. A motion to approve was made by Commissioner Walter Hudson with the second from
Commissioner Mary Schwartz. The minutes were unanimously approved.
The Second Order of Business was the presentation of the March financial statement as
prepared by City Finance Director Robin Johnson. We were given the current / April report by
mistake. The statement shows a remaining balance of $52,200 for the year on our mowing
contract. We have a current balance at Centennial Bank of $120,913.61. The Bank of the Ozark
balance is $155,790.47.
The Third Order of Business was an update from Director Warwick on the May 6th Oakland
Cemetery Spring Workshop / Decoration Day. This will be a manual cleaning and tour
workshop. Director Warwick presented a flier that can be shared on social media to help create
interest. She also presented a supply list for the day. Commissioner Jami Mullen will contact
Travis Simpson at The Courier and Johnny Story with the radio station with the press release
information.
The Fourth Order of Business was to open the floor to public comments and concerns. No
members of the public were present.

New Business:
The First Order of Business was an announcement from Director Warwick that we will be
receiving a donation from a patron. There has also been comments of appreciation from Dr.
Mary Ann Rollans following the resetting of her mother’s headstone.
The Second Order of Business was a presentation from Director Warwick outlining the plans
for the Plot Corner Marker Project Phase 1 in the Mary Rye Campbell Addition. The project can
be paid for out of the Cemetery Improvement Funds.
The project will create much needed survey lines to aid when determining grave spaces for sale
and use of this portion of the cemetery. Commissioner Walter Hudson volunteered to help
Director Warwick and individuals from McGee Monument when the markers are placed. The
installation of 55 stone markers will have a cost of $3,300.
A motion was made by Commissioner Walter Hudson to accept the quoted expense and approve
the installation of Phase 1 of the project. The second was made by Commissioner Jami Mullen.
The motion passed unanimously.
The Third Order of Business was a reminder from Director Warwick that the May meeting will
be longer as there will be much information to share regarding proposed projects for upgrades
and improvements at Oakland Cemetery. Please plan to stay later than usual for this meeting.
Commission Chair Mindy Hudson thanked Director Warwick for all that she does that is seen
and unseen for the benefit of our cemetery. She is greatly appreciated.
