Parks & Recreation Commission Meeting Minutes Regular Meeting Minutes November 1, 2017 6:30 PM The Parks and Recreation Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Wednesday, November 1, 2017. I. CALL TO THE PUBLIC There were no member of the public present to speak. III. APPROVAL OF MEETING MINUTES 1. Approval of the September 6, 2017 Meeting Minutes Motion was made by Commissioner Arellano, seconded by Vice-chair Thomas to approve the September 6, 2017 meeting minutes. RESULT: APPROVED [UNANIMOUS] AYES: Huckins, Thomas, Ahern, Arellano, Borozinski, Zatkin ABSENT: Vince Luna 2. Approval of the October 4, 2017 Cancelled Commission Meeting Minutes Motion was made by Commissioner Borozinski, seconded by Chairperson Huckins to approve the October 4, 2017 cancelled meeting minutes. IV. BUSINESS Regular Meeting Minutes- November 1, 2017 Page 1 of 4 Parks & Recreation Commission Meeting Minutes 1. Discussion and possible recommendation to staff on the upcoming 2018 Community Survey Ms. Summers stated staff would like feedback from the commissioners on the 2015 survey questions, which will be sent to the Town Managers office, as soon as possible, for consideration of the 2018 survey. RESULT: DISCUSSION ONLY 2. Discussion and possible recommendation on the Proposed Fee Changes to the Sahuarita Town Code (SRT) 3.10.150 Parks and Recreation Fees Discussion on the proposed fee changes to the Parks and Recreation Department fees. Staff requested feedback from the commission so their comments and recommendation could be submitted to the Finance Department. Motion was made by Chairperson Huckins, seconded by Commissioner Zatkin to approve staff's proposed fee changes. RESULT: APPROVED [UNANIMOUS] AYES: Huckins, Thomas, Ahern, Arellano, Borozinski, Zatkin ABSENT: Vince Luna 3. Discussion and Possible action on the draft revisions to Standard Operating Procedure (SOP) #PRC 01-2017 Commission Meeting Agenda Requests Chairwoman Huckins summarized the proposed changes to the Commission Meeting Agenda Requests Standard Operating Procedure, which now reflects the agenda setting meetings. Motion was made by Chairperson Huckins, seconded by Vice-chair Thomas to approve the draft changes to (SOP) #PRC 01-2017 Commission Meeting Agenda Requests. RESULT: APPROVED [UNANIMOUS] AYES: Huckins, Thomas, Ahern, Arellano, Borozinski, Zatkin ABSENT: Vince Luna 4. 2018 Fiesta Sahuarita Update Ms. Summers provided the commission with an update on the status of the 2018 Fiesta Sahuarita event. The event is March 31, 2018. Ms. Summers also explained the logo contest winner selection process, which will be done at the December 6, 2017 meeting. The commission will give the winner the prize at the February 7, 2018 meeting. RESULT: DISCUSSION ONLY V. COMMISSIONERS' AND DIRECTOR'S REPORTS ON CURRENT EVENTS Regular Meeting Minutes- November 1, 2017 Page 2 of 4 Parks & Recreation Commission Meeting Minutes 1. Director/Commissioner Report Chairperson Huckins talked about meeting attendance, and asked the commissioners if they would like to put the meeting day/times on the next agenda. Chairperson Huckins talked about putting the Parks and Recreation Area Design Standards Manual due to Ms. Summers leaving staff will not ready to continue to move forward. Ms. Summers provided the commissioners with an update on: There were an estimated 12,000 participants in attendance Sahuaritas Halloween Spooktacular. Staff is still working to finalize all of the numbers. There has been a total of 169 new, and 232 renewal dog licenses issued since July 1. The Town will begin offering a part-time resident dog license for our winter visitors for dogs who are current in their rabies vaccination and hometown license. School ball field project is moving forward. Construction has not started yet. The contract with the Food Bank for the community garden has been renewed and they are planting winter vegetables. The seedlings are already sprouting. Staff is still working with the County on the Llano Grande Trail head maintenance IGA. Staff is working with the county on the trail alignment. Robson is going to donate the land to the County for the trail alignment. A new section of Anza Trail opened, which allows hikers to head north of the Abrego Trailhead all the way to the south edge of Sahuarita at the north side of the Country Club Green Valley golf course. Tomorrow (Thursday) is the Town Center district open houses. Staff is working on launching Civic Rec for registrations and reservations, users may notice a change when we go live. The meeting agendas and packets are automatically generated and sent directly from Acella, they will no longer come from staff. The lighting at the basketball court North Santa Cruz Park has been upgraded. The new maintenance facility contract for the site work went out to bid. Regular Meeting Minutes- November 1, 2017 Page 3 of 4 Parks & Recreation Commission Meeting Minutes The American Youth Soccer Organization (AYSO) purchased a storage container, which has been installed at the park for use. This will alleviate the need to store equipment in Town facilities increasing availability. Recreation class and facility rentals are increasing with the return of the winter visitors. Other new programs will include volleyball and soccer. The concert at the Lake is this Saturday, starting at 6 pm. STAC Drive in Movie this Saturday gates open at 6:30 movie starts at 7:30 pm, at the Frys dirt parking lot. Commissioner Borozinski would like to know the results of the league participation numbers. Vice-chair Thomas congratulated staff on Halloween Spooktacular, which was very well organized and lots of fun. Vice-chair Thomas asked what type of surface the new trail will have. RESULT: DISCUSSION ONLY VI. FUTURE AGENDA ITEMS 1. Future Agenda Items Pickleball Commissioner Arellano would like the Parks and Recreation Area Design Standards Manual on the next agenda, so the commission can table the item if that is what the commission votes to do. Commissioner Zatkin would like to have Sahuarita Teen Advisory Council and the Sahuarita Student Wellness Advisory Team attend a commission meeting to provide the commissioners with an update on their activities and projects.
