Parks & Recreation Commission Meeting Minutes Regular Meeting Minutes December 6, 2017 6:30 PM The Parks and Recreation Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Wednesday, December 6, 2017. I. CALL TO THE PUBLIC Ed Payon with USA Youth Sports spoke about the field allocation process. Mr. Payon would like staff to continue to use the rubix for field allocation, which he believes was not done this year. Mr. Payon requested home fields be assigned to User Groups. Andres Miranda, USA Youth Sports Coach, said the overcrowding on the fields is better than it used to be, and that there is enough fields. It should not be an issue to allocate more fields at North Santa Cruz Park to USA Youth Sports. Sergio Reyes, USA Youth Sports Coach, said he believes they will lose teams if they are no longer able to use North Santa Cruz Park. III. Approval of the November 1, 2017 Commission Meeting Minutes MOTION was made to approve the meeting minutes. RESULT: APPROVED [UNANIMOUS] MOVER: Charles Borozinski, Commissioner SECONDER: Erin Thomas, Vice Chairperson AYES: Huckins, Thomas, Ahern, Arellano, Borozinski, Luna, Zatkin IV. BUSINESS 1. Presentation and Discussion on a Proposal for a Pickleball Center in Sahuarita The following members of the public were present at the meeting and spoke in favor of a public Pickleball Facility: Ray Wardlaw, Adam Rodriguez, Lenny Freidman, Lorey Carpenter, Bill Lorantz, Byron Hinton, Jim Brewer, and Jerry Zandbergen. Commissioner Borozinski provided the commissioners with a pickleball presentation to educate the commission on the sport of pickleball. Commissioner Arellano asked commissioner Borozinski which other locations he is looking at for pickleball courts. Commissioner Arellano asked if this facility is a planned project. Ms. Summers stated that the project would need to be added to the Capital Improvement Project (CIP) list. Ms. Summers briefly explained the process for the development of a new facility. Staff will start working on the CIP priority list for the next fiscal budget. Commissioner Borozinski said he would get the numbers if that is what is needed. Commissioner Luna asked Mr. Wardlaw about his discussion over the donation of the land for the pickleball courts. Commissioner Luna stated he proposed a ball field project to Rancho approximately 10 months ago, but that it did not go anywhere. Commissioner Arellano would like to invite Mr. Sharp to come present to the commission what he would like to do to help get the courts built. RESULT: DISCUSSION ONLY 2. Selection of a winner for the 2018 Fiesta Sahuarita Logo Contest Ms. Summers explained the voting process to the commission. The commission took ten minutes to look at the entries. Ms. Summers announced a winning logo drawn by Mrs. Brown’s 7th grade student Fernanda Lerma at Sahuarita Middle School. Chairperson Huckins asked if the Commission would present the award to the Logo Contest winner in February. Ms. Summers said that they could present the award in either February or March, and that Ms. Hinkle, Events and Volunteer Coordinator, would schedule. RESULT: DISCUSSION ONLY 3. 2018 Fiesta Sahuarita Update Ms. Summers provided the commission with an update on the status of the planning for the Fiesta Sahuarita event. Chairperson Huckins asked that the Commissioners be Regular Meeting Minutes- December 6, 2017 Page 2 of 4 Parks & Recreation Commission Meeting Minutes included in the Fiesta Committee Meeting emails. Ms. Summers asked Ms. Parkin to ensure the commissioners are included in the meeting emails. RESULT: DISCUSSION ONLY 4. Discussion and possible action on the Parks and Recreation Area Design Standards Manual (PRADSM) including the proposed draft changes to the PRADSM. Ms. Huckins explained to the commission why staff is requesting the commission table this item, and that this item is on the Agenda at the request of Commissioner Arellano. Ms. Huckins recommended that the commissioners speak with their council members about the Parks and Recreation Area Design Standards Manual. MOTION was made to table the Parks and Recreation Area Design Standard Manual. COMMISSIONERS' AND DIRECTOR'S REPORTS ON CURRENT EVENTS 1. Director/Commissioner Report Ms. Summers updated the commission on the status of a number of events. The Town is contributing 1.25 million dollars to the, K – 8 ball field lighting project. There is a proposed phase for a future playground. Commissioner Luna asked if the Inter-Governmental Agreement (IGA) is completed. Ms. Summers will send Commissioner Luna a copy of the IGA. Both the Anza Trail and Llano Grande Trail Head IGAs are under review by the County. The new registration/reservation software is live; it is on the website and staff has done a great job getting it up and running. STAC and SWAT will attend a commission meeting when the new director starts. Ms. Summers announced the name of the new Director, Nanette Smejkal, and Adelina Martin will be Interim Parks and Recreation Director until Ms. Smejkal starts on December 29, 2017. Sahuarita Lake is being stocked with trout. The Anamax Park temporary parking lot project is completed. Parks Maintenance worker Felipe Hernandez completed his Backflow Testing Certification. Commissioner Luna and family signed up to participate in the Adopt-A-Park program again this year. Staff is decorating the Recreation Center for Christmas, and commissioners are invited to stop by. There were 50 people in attendance at the December Concert at the Park. The Winter Festival is next Weekend and the parade starts at 6:00 pm. Ms. Summers thanked everyone for everything they have done, and said that is has been a pleasure working with them. Future Agenda Items Presentation on suggestions for an inclusive playground in Sahuarita. Invite SWAT to attend the meeting in February, and STAC to the March meeting. Present the Fiesta Sahuarita Logo Prize to the logo contest winner. Invite Mr. Sharp to a future meeting sometime over the next six months. VII.
