Parks & Recreation Commission Meeting Minutes Regular Meeting Minutes October 3, 2018 6:30 PM The Parks and Recreation Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Wednesday, October 3, 2018. I. CALL TO THE PUBLIC Cindy Butschili, Resident, requested a dog park at North Santa Cruz Park to service residents in north Sahuarita. Resident Heidi Taylor asked about accessibility at the HOA-owned Rancho Sahuarita dog park. She stated she is unable to access the park, and feels it does not meet ADA requirements. Commissioner Zatkin asked staff to review the matter and pass along input to Rancho Sahuarita. III. APPROVAL OF MEETING MINUTES 1. BUSINESS 1. Discussion on Proposed Revisions to the Parks and Recreation Area Design and Development Standards Manual Smejkal summarized the Parks and Recreation Area Design and Development Standards draft discussion from the previous two commission meetings, including Smejkal's observations from August, and review of the draft from September. Commissioner Luna recommended staff remove reference to the adoption of the original document on page three, paragraph two, first two sentences. Discussion ensued on four main points: 1. Leave the acreage per population at 8 per 1000. 2. Change the occupancy standard to 2.79 per single family household, which is consistent with Planning and Zoning Census based standard. More discussion on multi family standard in November. 3. Base the in-lieu fee on both the cost of land and park construction. Lower the opt-out eligibility from 65 homes to 50 and change the opt-out proximity to 1/2 mile to existing Town park. More discussion on the park build percentage requirement in November. 4. Park land and trail equivalency requirements as written in Smejkal's draft. Discussion will continue at the November meeting. RESULT: DISCUSSION ONLY V. Director and Commissioner Reports Smejkal reported that Anamax Dog Park is closed and undergoing renovations. Staff will experiment with winter turf at the dog parks and Field 4 at Anamax Park. The Quail Creek barrier netting bid award is scheduled for the October 22 Council meeting. The Council approved a revised agreement with the Sahuarita Unified School District which will allow the Town to augment some of the maintenance at the Anza Trail sports fields. There were approximately 150 participants in attendance of the annual Fishing Clinic, and Zombie theme Halloween Spooktacular is October 27. The Town is celebrating its 25th anniversary in 2019; Department events will incorporate the milestone. Program Administrator Adelina Martin will be out for 12 weeks, starting approximately October 5th. Recreation Coordinator interviews are scheduled. The Fiesta logo contest winner will be agendized in December. Commissioner Luna thanked Events Coordinator Melissa Hinkle for providing his son, with a letter of recommendation for university scholarships. RESULT: DISCUSSION ONLY VI. FUTURE AGENDA ITEMS 1.
