The Planning and Zoning Commission of the Town of Sahuarita met in the Sahuarita Council Chambers,
375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Monday, September 5, 2019.

6. PUBLIC HEARING: Temporary off-site sign plan: A temporary off-site plan for San Martin de
Porres Catholic Church, allowing for temporary signage in the public-right-of-way (roadside).
These signs may be located throughout the Town (Case No. SA6-19-00002).
Chairman Trosper opened the public hearing.
Dylan Parry, Planning and Zoning Planner, presented the staff report. Staff recommended
that the Commission forward a recommendation for approval to Town Council.
Ivan Garcia, Church representative, was present to answer questions from the Commission
and public. The Church is hoping the signage will help boost attendance to their festival.
Increased attendance will help generate more funds that will go to help build a future
Church.
Commission gave some suggestions about sign info and placement for future postings.
Chair Trosper closed the public hearing and asked for a motion.
Commissioner Barrett made the motion to recommend approval of the Temporary Off-site
sign plan.

A. Public Hearing: Zoning Code Amendment – Private School Requirements: A zoning code text
amendment to Chapters 18.17 (SR Suburban Ranch Zone), 18.21 (R-1 Single Residence
Zone), 18.25 (R-3 Single Residence Zone), 18.27 (R-4 Mixed Dwelling Type Zone), 18.33 (MH-
1 Town Manufactured and Mobile Home – 1 Zone), and 18.35 (MH-2 Manufactured and
Mobile Home – 2 Zone), the purpose of which is to decrease the minimum lot size for private
schools to 1 acre, in accordance with state law (Case No. SA8-18-00005).
Sarah More, Planning and Building Director, presented the staff report and after Chair Tropser
opened the public hearing.
Discussion ensued. No one from the public spoke.
Chair Trosper closed the public hearing.
Vice Chair Backer made motion to forward recommendation of approval of the zoning code
amendment as presented by staff. Commissioner Maghran seconded the motion. MOTION

RECOMMENDATION: Staff recommends approval of the Temporary off-site sign plan
SUBJECT: Public Hearing: Temporary off-site sign plan
LOCATION: 6 locations in the Town right-of-way
APPLICANT: Jorge Farias-Saucedo
PROPOSAL:
Jorge Farias Saucedo on behalf of San Martin de Porres Catholic Church is requesting approval of a
temporary off-site sign plan. The request is for six 18” x 24” H Frame signs to be placed throughout the
Town advertising the Parish annual Fiesta. The signs would be up for approximately 6 weeks prior to the
2019 Fiesta and 2020 Fiesta.
DISCUSSION:
Per the zoning code, a TOSSP is valid for a period not to exceed 18 months. A one-time 12-month
extension may be granted by the director by applicant request. The intent is to provide for a
coordinated and uncluttered look as may be achieved through sign spacing, numbers and design,
using the least amount of signage needed to achieve wayfinding objectives.

Criteria for Review of a Temporary Off-Site Sign Plan:
STC 18.79.060.F states that, “A temporary off-site sign plan may be approved if as proposed it
will result in a well-designed, safe, and visually appealing wayfinding program for a specific sign
user that is consistent with the purpose of this chapter.”
The following four criteria are provided for review of a TOSSP:
1. Overall presentation of the sign program;
The applicant is proposing one 18” x 24” sign to be placed in 6 locations. The signs colors will
match the Parrish logo and Capital campaign and are being used to advertise the Parish’s largest
fundraiser.
2. Consistency with the purpose of STC 18.79;
From STC 18.79.010 (Purpose): … It is the purpose of this chapter to authorize the use of signs
that:
A. Promote and accomplish the goals and policies of the general plan;
B. Facilitate economic development through the identification of businesses and organizations in
the community;
C. Are aesthetically pleasing and of appropriate scale, are integrated with surrounding buildings
and landscape in order to meet the community’s expressed desire for quality development, and
which protect prominent viewsheds;
D. Protect astronomical observation and minimize light intrusion onto adjacent property;
E. Encourage legibility of sign information and the clearest possible visual perception of existing
adjacent businesses and signs;
F. Promote the free flow of traffic and protect pedestrians and motorists from injury through well-
designed signs that are unlikely to distract drivers to a dangerous degree;
G. Enhance wayfinding for Sahuarita’s residents and visitors; and
H. Prevent property damage, personal injury, and litter from signs which are improperly
constructed, poorly maintained, or made of nondurable materials.

The proposed TOSSP is consistent with the purpose of the sign standards, and particularly with
B, “Facilitate economic development through the identification of businesses and organizations
in the community”. The annual event is the Parrish’s main fundraiser and these signs are being
used to advertise the event in order to raise money for their general operations expenditures.
The signage that is being proposed is not excessive in that it utilizes small, low-profile signs, in six
locations in order to advertise the Fiesta. The relatively small size and small number of signs
should have no effect on viewsheds, traffic and pedestrians.
3. Potential for impact on right-of-way landscaping, irrigation and other underground
facilities, and existing land uses along the proposed roadway segments; and
The proposed sign locations will not have an adverse impact on existing land uses along the
proposed roadway segments. The signs are all small and should have no impact on underground
facilities. The application has been reviewed and approved by the Town’s Public Works
Department.
4. Any other applicable information that may be useful in the overall presentation of the
proposed signage.
No additional information was requested of the applicant.
PUBLIC INPUT:
A legal ad was published in the Green Valley News on August 21, 2019. No public comments have
been received to date.
REQUIRED ACTION:
Conduct a public hearing to determine whether the Temporary Off-Site Sign Plan is in the best
interest of the Town of Sahuarita.
RECOMMENDATION:
Staff recommends that the Planning and Zoning Commission approve the Temporary Off-Site Sign
Plan.
REASONS FOR RECOMMENDATION:
Staff recommends approval of the TOSSP because it meets the intent of the Temporary off-site
sign plan and is in conformance with the regulations of the Sahuarita Town Code.
