Planning & Zoning Commission ACTION Meeting Minutes ACTION MEETING MINUTES OCTOBER 2, 2019 The Planning and Zoning Commission of the Town of Sahuarita met in the Madera Conference room in the La Vista Building at La Posada, 501. S La Posada Circle, Green Valley, Arizona on Wednesday, October 2, 2019. 1. CALL TO ORDER The meeting was called to order at 6:03 PM by Chair Tim Trosper. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES FOR PLANNING & ZONING COMMISSION MEETING OF SEPTEMBER 5, 2019 Commissioner Barrett made the motion to accept minutes as presented; Commissioner Hernandez 2nd the motion. PUBLIC HEARING: A proposed Major General Plan Amendment that would include La Posada in the Town’s General Plan and give it a Town of Sahuarita Mixed Use land use designation (Case No. SA7-19-00001). Anna Casadei, Planning and Zoning Manager, presented the staff report. Staff reminded the Commission that per state law, Major General Plan amendments require 2 public hearings. This meeting was the first one held so no action is needed at this time. The hearing will continue to the October 7, 2019, meeting. RESULT: NO ACTION TAKEN 7. PUBLIC HEARING: A proposed Major General Plan Amendment for an area centered along the approximately 4-mile long La Villita corridor, both existing and proposed, from just north of Sahuarita Road to south of Nogales Highway. Please see attached map. The purpose of the amendment is to include this area in the Town’s designated Growth Area and to designate the desired land use for the area as mixed use. The Mixed Use land use designation allows for residential and compatible non-residential development in a compact development pattern, including entertainment, cultural uses and community gathering spaces in a pleasant, walkable setting integrated with parks, trails and open space (Case No. SA7-19-00002). Sarah More, Planning and Building Director, presented the staff report. Staff reminded the Commission that per state law, Major General Plan amendments require 2 public hearings. This meeting was the first one held so no action is needed at this time. Adam Call, with Norris Design, was present to answer any questions from the Commission. Cindy Smith, Representative of Los Arboles Mobile Home Park, spoke to the Commission and expressed the park’s acceptance of the proposal. Barbara Bennett, Sahuarita longtime resident, addressed the Commission and staff with information she has acquired over several years regarding the brownfield site in the proposed planning area. She would also like to turn over her “very large file” of the information she has collected over to someone at the Town who can use the information in all future developments. 8.
