Planning & Zoning Commission ACTION Meeting Minutes ACTION MEETING MINUTES OCTOBER 7, 2019 The Planning and Zoning Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Monday, October 7, 2019. 1. CALL TO ORDER The meeting was called to order at 6:00 PM by Chair Tim Trosper. 2. PLEDGE OF ALLEGIANCE 3. CALL TO THE AUDIENCE No one came forward. 5. MEETING MINUTES: OCTOBER 2, 2019 TO BE APPROVED ALONG WITH TODAY’S MINUTES AT THE NEXT SCHEDULED MEETING. 6. CONTINUED PUBLIC HEARING: A proposed Major General Plan Amendment that would include La Posada in the Town’s General Plan and give it a Town of Sahuarita Mixed Use land use designation (Case No. SA7-19-00001). Meeting Action Minutes- October 7, 2019 Page 1 of 4  PLANNING & ZONING COMMISSION MEETING MINUTES Anna Casadei, Planning and Zoning Manager, gave a brief overview of the staff report and presentation that was brought in front of Commission on October 2nd. As per state law, Major General Plan amendments require 2 public hearings. This meeting was the second one and required a motion. Staff recommended the Commission forward a recommendation of approval to Town Council. Chair Trosper asked if there were any questions. Hearing none, Chair Trosper closed the public hearing and asked for a motion. Commissioner Miramontes made the motion to recommend approval of the proposed Major General Plan Amendment as recommended by staff. CONTINUED PUBLIC HEARING: A proposed Major General Plan Amendment for an area centered along the approximately 4-mile long La Villita corridor, both existing and proposed, from just north of Sahuarita Road to south of Nogales Highway. Please see attached map. The purpose of the amendment is to include this area in the Town’s designated Growth Area and to designate the desired land use for the area as mixed use. The Mixed Use land use designation allows for residential and compatible non-residential development in a compact development pattern, including entertainment, cultural uses and community gathering spaces in a pleasant, walkable setting integrated with parks, trails and open space (Case No. SA7-19-00002). Sarah More, Planning and Building Director, gave a brief overview of the staff report and presentation. As per state law, Major General Plan amendments require 2 public hearings. This meeting was the second one and required a motion. Staff recommended the Commission forward a recommendation of approval to Town Council. Commissioner Hernandez inquired if there would be an expectation of the Commission to oversee the executed actions of the development of the proposed amendment. Director More responded that there is no expectation of actions for the Commission unless an item is brought up that the Commission would need to review; such as a rezoning. Staff will communicate to the Commission and the public as the process continues. Chair Tropser closed the public hearing and asked for a motion. PUBLIC HEARING: A proposed Minor General Plan Amendment adding language specifying how to locate existing aggregate mines from the Arizona Geologic Survey (Case No. SA7- 19-00003). Anna Casadei, Planning and Zoning Manager, presented the staff report. A Minor General Plan amendment requires one public hearing before the Commission and one public hearing before the Council. The proposed amendment would consist of one sentence directing the public to a website that would aid the public in locating existing aggregate mines. Staff recommended that the Commission forward a recommendation for approval to Town Council. Commissioner Barrett questioned if other municipalities were doing the same as simply placing a link in their General Plan. Director More responded and confirmed that other municipalities are doing the same. There was a past State requirement to place the location of the aggregate mines on our General Plan maps, which the Town complied. Now the State has required the information to be in text form with in the General Plan. Chair Tropser closed the public hearing and asked for a motion. Commissioner Barrett made the motion to recommend approval of the proposed Major General Plan Amendment as recommended by staff.
