Planning & Zoning Commission ACTION Meeting Minutes ACTION MEETING MINUTES JANUARY 6, 2020 The Planning and Zoning Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Monday, January 6, 2020. 1. CALL TO ORDER The meeting was called to order at 6:00 PM by Chair Tim Trosper. 2. PLEDGE OF ALLEGIANCE 3. CALL TO THE AUDIENCE No one came forward. 5. MEETING MINUTES: APPROVAL OF MINUTES FOR PLANNING & ZONING COMMISSION MEETINGS OF OCTOBER 2, 2019 and OCTOBER 7, 2019 Accept minutes as presented. PUBLIC HEARING: A substantial change to the Quail Creek Specific Plan involving changes to the land use map and changes to setbacks for residential areas. The land use map change includes moving the location of the future second clubhouse closer to Quail Crossing Boulevard. It also involves a relocation of land designated Mixed Use and Residential A. The primary purpose of the setback changes is to reduce the front yard setback for residential uses. Case number SA9-19-00002. Chairman Trosper opened the public hearing. Dylan Parry, Planning and Zoning Planner, presented the staff report. Mr. Parry noted Brent Emerton with B&R Engineering, who represents the owner, was present to answer any questions. Staff recommended the Commission forward a recommendation of approval to Town Council. Commission asked what the purpose of the specific plan change was and for details on the notification process. Staff responded the applicant states that due to changing market conditions the Developer would like to introduce new product types and options for buyers. The relocation of the clubhouse also will provide better access for residents. The notification parameters are set by the code and are according to the type of change request. Staff notified the required residents with in the 300 feet radius that is required by code. The applicant posted the site and the public notice was advertised in the Green Valley News. Staff stated there was ample advertising for this change request. Commission asked about the applicants plans for the existing wash. Mr. Emerton pointed out that the existing wash was a minor wash by nature, and would be rerouted with the proper drainage procedures. Many residents in attendance spoke that the proposed change lessens the open space that the community already lacks. Chair Trosper asked if there were any further questions. Hearing none, Chair Trosper closed the public hearing and asked for a motion. Commissioner Maghran made the motion to recommend approval of the proposed substantial change to the Quail Creek Specific Plan as recommended by staff.
