TOWN OF SAHUARITA ARIZONA PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM (PSPRS) SAHUARITA LOCAL POLICE BOARD MEETING MINUTES January 21, 2021 The Public Safety Personnel Retirement System (PSPRS) Sahuarita Local Board met in the Town Hall Executive Conference Room on the second floor, 375 West Sahuarita Center Way, Sahuarita, Arizona on Thursday, January 21, 2021. 1. Call to Order Chairman Tom Murphy called the meeting to order at approximately 5:33 p.m. 2. Discussion and possible action regarding the application for Deferred Retirement Option Plan (DROP) submitted by Officer Michael Blevins. Lisa Cole, Local Board Secretary, announced that Officer Michael Blevins submitted a complete application and was eligible to enter DROP. MOTION was made to approve the entry into DROP application submitted by Officer Michael Blevins, effective January 1, 2021. Acknowledgement and discussion regarding the PSPRS Sahuarita Actuarial Valuation as of June 30, 2020. Lisa Cole, Local Board Secretary, provided a brief overview of the Sahuarita Police Department (174) actuarial valuation as of June 30, 2020. Board Member Jesus Villanueva arrived at the meeting at 5:39 p.m. Board Member Clark Munger voiced concerns regarding the assumed valuation rate and “smoothing” process; disability aspects of the pension program; the legality of future liability issues for defunct employers; and a general lack of sustainability of the retirement system as a whole. Local Board Attorney Thomas Benavidez responded to comments and questions from the Board. The board discussed various options for relaying concerns to the legislature and PSPRS administration. MOTION was made to acknowledge receipt of the Sahuarita Police Department #174 actuarial valuation as of June 30, 2020. Annual review of Disability Retirement recipients, pursuant to A.R.S. 38-844 (E) and (F). Lisa Cole, Local Board Secretary, presented the list of members receiving disability pension benefits for local board review. Local Board Attorney Thomas Benavidez explained possible actions of the board regarding the review of disability recipients. Mr. Benavidez responded to questions from the board. No action was taken. 7. Discussion regarding the Local Board’s responsibility and authority with respect to pre-existing medical conditions; and the Local Board might vote to convene in executive [closed] session, pursuant to A.R.S. § 38-431.03 (A)(3), for discussion or consultation for legal advice with the Local Board Attorney. Chairman Tom Murphy introduced the item, after which Local Board Attorney Thomas Benavidez briefed the board members regarding their rights and duties in respect to approval of PSPRS membership entry for employees with pre-existing medical conditions. The board discussed the medical examination process; physical agility test requirements (POPAT); and AZ Post certification process. Mr. Benavidez and Sahuarita Human Resources Director Jessica Silva responded to questions. The board did not meet in executive session and no action was taken. 8. Discussion and possible action to accept new members, Officers Jonathan Borkman, Melina Carrizosa, Justin Cullins, Luis Padias, Samuel Verbridge and Isaiah Yslas, into the PSPRS and determine whether they have pre-existing medical conditions; and the Local Board might vote to convene in executive [closed] session, pursuant to A.R.S. § 38-431.03 (A)(2) and (A)(3), to review and discuss confidential medical records and to consult with the Local Board Attorney. Lisa Cole, Local Board Secretary, presented the list of potential new Police Department #174 PSPRS members. MOTION was made to meet in executive session.
