CS 3eq! l'G i' TowN COUNCIL MEETING MINUTES REGULAR MEETING MINUTES DRAFT FEBRUARY 13, 2017 The Mayor and Council of the Town of Sahuarita met in the Town Hall Council Chambers, 375 West Sahuarita Center Way, Sahuarita, Arizona on Monday, February 13, 2017. 1. Call to Order The meeting was called to order at 6: 32p. m. by Vice Mayor Hicks. 2. Invocation The Invocation was given by Pastor Ron Carter from the Desert View Baptist Church. 3. Pledge of Allegiance The Pledge of Allegiance was led by Jacob Prior, a 7`h grade student at Great Expectations Academy. 4. Call to the public. Deputy Chief Heath Evans, Interim Fire Chief, Rural Metro Fire Department, briefed the Council on staff changes at the Fire Department, which included three dedicated staff members to provide service to the community twenty four (24) hours per day, seven ( 7) days per week. 7. Consent Agenda A. Approval of the January 23, 2017 Regular Meeting Minutes. B. Adoption of Resolution No. 2017- 0498, authorizing the Town to enter into a Memorandum of Understanding between the Town of Sahuarita and the Pima Association of Governments ( PAG) of Pima County as the Designated Metropolitan Planning Organization for Pima County, Sahuarita Contract No. 170043, for the programming and funding of providing accessibility and safety across 1- 19 ( TIP ID 26. 16), effective from the date of approval by the PAG Regional Council and the Town of Sahuarita, and shall remain in effect until a design report is complete. C. Adoption of Resolution No. 2017- 0499, authorizing the Town to enter into a Memorandum of Understanding between the Town of Sahuarita and the Pima Association of Governments ( PAG) of Pima County as the Designated Metropolitan Planning Organization for Pima County, Sahuarita Contract No. 170044, for the programming and funding of Roadway Lane and Shoulder Width Study/ DCR ( TIP ID 25. 16) effective from the date of approval by the PAG Regional Council and the Town of Sahuarita, and shall remain in effect until a design report is complete. D. Adoption of Resolution No. 2017- 0500, amending the Town' s Deferred Compensation Plan and Trust by permitting loans, as provided in the Loan Guidelines Agreement. E. Approval of a License Agreement between the Town of Sahuarita and FAE Holdings 461354R, LLC, granting permission to encroach on portions of the Town' s right-of-way for the purpose of installation, maintenance, repair and replacement of landscaping, irrigation systems, monumentation, and regulatory and other signage in the license area for a period of twenty-five (25) years. MOTION was made to approve the consent agenda. Mayor Murphy absent. Susan Pace, First Things First South Pima Regional Council Event Coordinator, will present information regarding the " Early Childhood Education: Today' s Investment for Our Future" event. Regular Meeting Minutes —February 13, 2017 Page 2 of 4 TOWN COUNCIL MEETING MINUTES Susan Pace explained the purpose of First Things First and invited the Town Council to attend the event " Early Childhood Education: Today' s Investment for our Future." Ms. Pace requested the Town Council support the efforts of First Things First. Vice Mayor Hicks requested L. Kelly Udall, Town Manager, to form a partnership with First Things First. 9. Public hearing, discussion and possible adoption of Ordinance No. 2017- 118, amending Title 18 ( Zoning) by amending Chapter 18.97 ( Conditional Use Procedures) and Chapter 18. 100 (Administrators) of the Sahuarita Town Code for the purpose of providing standards to help ensure a smooth process for Conditional Use Permits through adequate communication with affected property owners and providing standards that will help clarify process and procedure for staff and applicants, leading to more equitable application of code and a clear path for applicants; and repealing all Resolutions, Ordinances, and Rules of the Town of Sahuarita in conflict therewith. Sarah More, Planning and Building Director, explained the code update and defined conditional use permits. Further, Ms. More outlined the proposed changes to the code and recommended approval. Ms. More responded to comments and questions from the Town Council. Vice Mayor Hicks opened the public hearing and seeing no motion, closed the public hearing. MOTION was made to adopt Ordinance No. 2017- 118. Mayor Murphy absent. RESULT: APPROVED [ UNANIMOUS] MOVER: Lusk, Town Council Member SECONDER: Bracco, Town Council Member AYES: Blumberg, Egbert, Hicks, Skelton 10. Council and Town Manager Reports and Requests Vice Mayor Hicks and the Council acknowledged and congratulated Council Member Blumberg for his outstanding service to the Pima Association of Governments Regional Council and Regional Transportation Authority Board. 11. Adjournment The meeting was adjourned at 7: 05 p. m. by Vice Mayor Hicks. Town Council Meeting Agenda Pursuant to A.R.S. § 38-431.02 notice is hereby given to the public that the Sahuarita Town Council will hold a meeting at the date and time specified below at the Sahuarita Town Hall Council Chambers, 375 West Sahuarita Center Way, Sahuarita, Arizona. Members of the Town of Sahuarita Council will attend either in person or by telephone conference call. To better serve our community, the Council Chambers is wheelchair accessible. Persons with a disability may request a reasonable accommodation, such as a sign language interpreter, by contacting the Town Clerk’s Office at 520-822-8801.
