Town Council Meeting Agenda Pursuant to A.R.S. § 38-431.02 notice is hereby given to the public that the Sahuarita Town Council will hold a meeting at the date and time specified below at the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ. Members of the Town of Sahuarita Council will attend either in person or by telephone conference call. To better serve our community, the Sahuarita Council Chambers is wheelchair accessible. Call to Order 2. Invocation The Invocation will be given by Pastor David Stowell from Sahuarita First Assembly of God. Our invocations are provided by volunteers, and presenters will be accepted and welcomed regardless of religious affiliation. Interested parties may contact the Town Clerk. 3. Pledge of Allegiance The Pledge of Allegiance will be led by Sahuarita Firestorm Club Softball Team 12U. 4. Roll Call 5. Approval of Agenda Action recommended: approve the agenda. 6. Call to the Public At this time, any member of the public is invited to address the Town Council on any issue which is on tonight’s Consent Agenda or on any issue which the Town Council can lawfully act upon at a future meeting. Written comments regarding any item on the agenda or on any issue which the Town Council can lawfully act upon may be submitted prior to the beginning of the council meeting for distribution to the Town Council. Pursuant to the Arizona Open Meeting Laws, the Council may not discuss the items, but individual members of the Council may respond to criticism made by those who have addressed the Council, may ask staff to review the matter, or may ask that the matter be placed on a future agenda. 7. Adoption of Resolution No. 2018-0551, authorizing the Town to enter into an Intergovernmental Agreement with the Arizona Game and Fish Commission, Sahuarita Contract No. 180061, for the purpose of a Community Fishing Program at Sahuarita Lake Park, for a five year period terminating June 30, 2023; in an amount of $57,080. C. Approval of Contract No. 180059 with CliftonLarsonAllen, LLP for financial audit services, commencing July 1, 2018 and terminating June 30, 2021; in an amount not to exceed $125,000. D. Amendment No. One (1) to Contract No. 180043 with Stantec Consulting for On-Call Construction Inspection Services commencing July 1, 2018, and terminating September 30, 2018; in an amount not to exceed $65,000. E. Amendment No. Two (2) to Contract No. 170027 with CH2M Hill Engineers for On-Call Civil Design Services, commencing September 27, 2018 and terminating September 26, 2019; in an amount not to exceed $50,000. F. Approval of Amendment No. Two (2) to Contract No. 170001 with Hills Brothers Chemical Company for chemicals for the Sahuarita Water Reclamation Facility (SWRF) commencing August 9, 2018 and terminating August 8, 2019; in an amount not to exceed $35,000. G. Approval of Amendment No. Seven (7) to Contract No. 160005 with New Image Building Services, LLC for custodial services, commencing July 1, 2018 and terminating June 30, 2019; in an amount not to exceed $110,214.30. H. Authorization for the Town Manager to enter into contracts, including those exceeding $25,000, with the approval of the Mayor, through August 27, 2018. I. Recommendation to the Arizona Department of Liquor Licenses and Control regarding a special event liquor license application submitted by the San Martin de Porres Catholic Parish for Saturday, November 3, 2018 and Sunday, November 4, 2018 at San Martin de Porres Roman Catholic Parish, 15440 S. Santa Rita Road, Sahuarita, Arizona. 8. Discussion and possible appointments to the Board of Adjustment, Planning and Zoning Commission, and Parks and Recreation Commission. Action recommended: approve the appointments. 9. Possible adoption of Resolution No. 2018-0556, rescinding the Town's purchasing policy and procedures adopted June 14, 2010 and Resolution No. 2018-0557, establishing the maximum purchase amount authority for the Town Manager for the purchase and sale of goods and services for and on behalf of the Town. Action recommended: adopt the resolutions. 10. Possible adoption of Ordinance No. 2018-128, adopting text amendment to Section 3.15 of Title 3 of the Sahuarita Town Code (Revenue and Finance) relating to purchasing and repealing all Resolutions, Ordinances, and Rules of the Town of Sahuarita in conflict therewith. Action recommended: adopt the ordinance. 11. Approval of the Northwest Hospital, LLC Development Agreement. Action recommended: approve the agreement. Action recommended: adopt the resolution. 14. Public hearing, discussion and possible adoption of Resolution No. 2018-0558, adopting the Fiscal Year 2019 budget in the amount of $58,873,920. Action recommended: adopt the resolution. EXECUTIVE SESSION 15. Executive Session pursuant to A.R.S. 38-431.03 (A) (1) for the regular annual performance and contract review of the Town Attorney, Daniel J. Hochuli. 16.
