Town Council Meeting Minutes REGULAR & STUDY SESSION MEETING MINUTES MAY 28, 2019 The Mayor and Council of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Tuesday, May 28, 2019. 1. Call to Order The meeting was called to order at 6:33 PM by Mayor Tom Murphy. 2. Invocation The Invocation was given by Kaleb Allred, Sahuarita Police Department Commander. 3. Pledge of Allegiance The Pledge of Allegiance was led by Hailey Egbert, a tenth grade student at Sahuarita High School. Mayor Murphy suspended the council meeting at 6:35 PM to convene the Rancho Sahuarita and Quail Creek Community Facilities District meetings. Mayor Murphy resumed the council meeting at 6:58 PM. 4. Mayor Murphy declared the month of May 2019 as Building Safety Month in the Town of Sahuarita . Sarah More, Planning and Building Director and Pam Little, Building Safety Manager, accepted the proclamation. Council Member Skelton left the meeting at 6:59 PM and returned at 7:01 PM . 6. Approval of Agenda MOTION was made to approve the agenda as amended . Call to the Public Sahuarita residents Jan McClellan, Dorian Dodson, Saji Vettiyil and Alex Jacome voiced their concerns on the proposed 1-11 lntermountain West Corridor location. They requested Council collaborate with the Arizona Department of Transportation (ADOT) to host a public hearing in Sahuarita and the item be placed on a future council meeting agenda. Council Member Lusk rquested a future discussion of the 1-11 lntermountain West Corridor. Joseph Taylor, Sahuarita resident, voiced his concerns regarding Sahuarita Police Department investigation activities. Lora Nastase, Sahuarita resident, requested the addition of police officers to the fiscal year 2020 budget. Council Member Bracco left the meeting at 7:15 PM and returned at 7:18 PM . 12. Council and Town Manager Brief Summary of Current Events. Vice Mayor Egbert requested this item be heard immediately after item 7. The Mayor and Council reported on current events. Approval of the May 13, 2019 Regular, Study and Executive Session (Public Portion) Meeting Minutes. B. Adoption of Resolution No. 2019-0597, authorizing the Town to enter into Amendment Two (2) to Sahuarita Contract No. 170010, an Intergovernmental Agreement between the Town of Sahuarita and Pima County for administration of Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs by Pima County. C. Adoption of Resolution No. 2019-0595, authorizing the Town to enter into an Intergovernmental Agreement with the Arizona Department of Revenue, Sahuarita Contract No. 190046, regarding the administration, collection and audit of transaction privilege tax and use tax imposed by the Town of Sahuarita pursuant to the Sahuarita Town Code. D. Approval of Amendment No. Three (3) to Contract No. 170003 with Crestline Software, LLC., dba Munibilling, for wastewater billing services, extending the contract for one year to terminate on June 30, 2020; in an amount not to exceed $130,000. E. Amendment to the 2019 Budget, authorizing a $43,260 increase to revenues and expenditures in the HURF Streets Department budget for the purchase of additional traffic signal controller units that will be reimbursed with funds provided by the Pima Association of Governments. 9. Public hearing and recommendation to the Arizona Department of Liquor Licenses and Control regarding an application for a Series 12 Liquor License by Sushi Lin, located at 1295 W. Duval Mine Road, Suite 151, Green Valley, Arizona, 85614, within the incorporated limits of the Town of Sahuarita. Lisa Cole, Town Clerk, provided an overview of the liquor license application for Sushi Lin, located at 1295 W. Duval Mine Road, Suite 151, within the incorporated limits of the Town of Sahuarita. Mayor Murphy opened the public hearing. There were no speakers. Mayor Murphy closed the public hearing. Public hearing, discussion and possible adoption of Ordinance No. 2019-141, relating to the Fee Schedule in chapter 3.10, Title 3, of the Sahuarita Town Code, adopting an amendment to Chapter 3.10.130 (Administrative Fees), for the purpose of updating the Recording Fees in Chapter 3.10.130, and repealing all resolutions, ordinances, and rules of the Town of Sahuarita in conflict therewith. Continued from the meeting of May 13, 2019. Town Clerk Lisa Cole, provided a brief overview of changes to the Fee Schedule in chapter 3.10, Title 3, Chapter 3.10.130 (Administrative Fees) of the Sahuarita Town Code. Ms. Cole responded to questions from Council. Mayor Murphy opened the public hearing and seeing no motion closed the public hearing. MOTION was made to adopt Ordinance No. 2019-141. Public hearing, discussion and possible adoption of Ordinance No. 2019-140, adopting by reference the 2018 International Building Code, with local amendments; adopting by reference the 2018 International Residential Code, with local amendments; adopting by reference the 2018 International Property Maintenance Code, with local amendments; adopting by reference the 2018 International Plumbing Code, with local amendments; adopting by reference the 2018 International Fuel Gas Code, with local amendments; adopting by reference the 2018 international Mechanical Code, with local amendments; adopting by reference the 2017 National Electrical Code, with local amendments; adopting by reference the 2018 International Energy Conservation Code, with local amendments; adopting by reference the 2018 International Fire Code, with local amendments; adopting by reference the 2018 International Swimming Pool and Spa Code, with local amendments; and amending Chapter 15.05.020 (Building Codes Adopted) of the Sahuarita Town Code to reflect the codes adopted by reference by this Ordinance; all of which was declared by reference a public record pursuant to Sahuarita Resolution No. 2019-0596, the Regular & Study Session Meeting Minutes- May 28, 2019 Page 4 of 7  document entitled "2018 National Codes, with local amendments, of the International Code Council, Inc., and 2017 National Electrical Code, with local amendments, of the National Fire Protection Association, Inc.; and Town Code Amendment to Chapter 15.05.020 (Building Codes Adopted) of the Sahuarita Town Code"; and repealing all resolutions, ordinances, and rules of the Town of Sahuarita in conflict therewith. Sarah More, Planning and Building Director, introduced the item. Pam Little, Building Safety Manager, provided an overview of the reasons and outlined the goals for the adoption of the 2018 International Building Codes and 2017 National Electrical Code. Ms. Little recommended adoption of Ordinance No. 2019-140. Ms. Little responded to comments and questions from the Council. Mayor Murphy opened the public hearing and seeing no motion closed the public hearing. MOTION was made to adopt Ordinance No. 2019-140 and Resolution No. 2019-0596. STUDY SESSION 13. Presentation, discussion and possible action regarding the Town Manager's Recommended Budget for Fiscal Year 2020 in the amount of $63,547,470 and the Fiscal Year 2020 through 2024 Capital Improvement Plan in the amount of $32,654,410. This topic will include discussion on all appropriated funds of the Town as follows: General Fund ($37,510,590}; Highway User Revenue Fund ($4,001,350}; Grants and Restricted Sources Fund ($989,330}; Quail Creek Community Facilities District Fund ($1,012,410}; Rancho Sahuarita Community Facilities District Fund ($447,060}; Capital Infrastructure Improvement Fund ($13,845,270}; and Wastewater Enterprise Fund ($5,741,460}. L. Kelly Udall, Town Manager, announced the proposed fiscal year 2020 budget was a balanced budget developed using the zero based budget philosophy and was the result of the culmination of communication amongst the Town Manager, Finance Director and Department Directors. Mr. Udall further stated the budget reflects resource allocations to further the goals and objectives of the Town's Strategic Plan. Mr. Udall encouraged Council to provide feedback regarding changes to the proposed budget. Regular & Study Session Meeting Minutes- May 28, 2019 Page 5 of 7  A.C. Marriotti, Finance Director, presented an overview of the Fiscal Year 2020 Town Manager's Recommended Budget in the amount of $63,547,470. Mr. Marriotti briefed the Council on the approach used to develop the budget and reported estimated ending fund balances for the Fiscal Year 2019 budget. Mr. Marriotti explained funding sources and uses and capital outlay and operating expenditures. He highlighted budget composition and changes from the FY2019 to the FY2020 budget in the areas of personnel, services, supplies, operating capital, and the category of other. He reviewed changes to the general, special revenue (HURF, GARS, QC CFD, RS CFD), CIIF and Wastewater funds. Mr. Marriotti provided a five-year ending fund balance outlook and summarized key aspects of the proposed budget. To conclude, Mr. Marriotti reviewed the fiscal year 2020 through 2024 Capital Improvement Plan and outlined the next steps in the budget process. Mr. Marriotti and Mr. Udall responded to comments and questions from the Council. Vice Mayor Egbert requested an additional $5,000 be allocated to the Sahuarita Community Food Bank backpack program. Council Members Bracco and Lusk requested additional funding for street maintenance. Mayor Murphy echoed the request for additional street maintenance funding and asked for the addition of two full-time police officers, which was supported by Vice Mayor Egbert. Council Member Skelton requested the additional funding for the Sahuarita Food Bank not be allocated specifically to the backpack program to allow the food bank more flexibility to provide food to those in need. Mayor Murphy left the meeting at 9:43 PM and returned at 9:45 PM. CONTINUATION OF REGULAR MEETING 14. Recognition of Outgoing Elected Officials. Mayor Murphy thanked Council Member Zimmerman for her public service, after which Council Member Zimmerman made outgoing remarks. 15. Adjournment Mayor Murphy adjourned the meeting at 9:55 PM .
