Pursuant to A.R.S. § 38-431.02 notice is hereby given to the public that the Sahuarita Town Council will
hold a meeting at the date and time specified below at the Sahuarita Council Chambers, 375 West
Sahuarita Center Way, Sahuarita, AZ. Members of the Town of Sahuarita Council will attend either in
person or by telephone conference call.
To better serve our community, the Sahuarita Council Chambers is wheelchair accessible. Persons with a
disability may request a reasonable accommodation, such as a sign language interpreter, by contacting
the Town Clerk’s Office at 520-822-8801. Requests should be made no later than three working days
prior to the meeting to arrange the accommodation.

Budget Award.

Action recommended: approve the agenda as published.
7. Call to the Public
At this time, any member of the public is invited to address the Town Council on any issue which is on
tonight’s Consent Agenda or on any issue which the Town Council can lawfully act upon at a future
meeting. Written comments regarding any item on the agenda or on any issue which the Town
Council can lawfully act upon may be submitted prior to the beginning of the council meeting for
distribution to the Town Council. Pursuant to the Arizona Open Meeting Laws, the Council may not
discuss the items, but individual members of the Council may respond to criticism made by those who

8. Consent Agenda
Action recommended: approve the constent agenda recommendations.
A. Approval of the April 22, 2019 Regular and Executive (Public Portion) Meeting Minutes.
B. Adoption of Resolution No. 2019-0590, authorizing the Town to enter into Town of
Sahuarita Contract No. 190045, an Intergovernmental Agreement with the Sahuarita
Unified School District No. 30, to coordinate the summer 2019 Sahuarita's Youth Art
Program, utilizing funds awarded to the Town by the Pima Association of Governments, in
an amount not to exceed $25,000, for the purpose of incorporating youth art in Town
development projects.
C. Adoption of Resolution No. 2019-0592, approving a lot split of Lot 162 of the Final Plat of
La Posada II, Pima County, Arizona (Tax Parcel No. 304-22-2430).
D. Adoption of Resolution No. 2019-0593, vacating certain portions of public right-of-way,
ingress-egress easement and public utility easements on Sahuarita Center Way, adjacent
to Lots 13, 26, 27, 28 and 29 of Rancho Sahuarita Block 36B, a subdivision of Pima County,
Arizona, as recorded at Sequence No. 20133460004, records of Pima County, and vesting
title thereto in the adjacent landowner.
E. Approval of the amended Final Plat for Rancho Sahuarita Block 36B.
F. Approval of Amendment No. Five (5) to Contract No. CO14-0023 with Diggins and Sons
Power Sweeping, Inc., DBA Diggins Environmental Services for roadway sweeping services,
commencing July 1, 2019 and terminating June 30, 2020; in an amount not to exceed
$70,000.
G. Approval of Amendment No. Five (5) to Contract No. 150072 with Enterprise FM Trust for
fleet leasing and management services, commencing April 14, 2019 and terminating April
13, 2020 at an annual cost not to exceed $360,220 for administrative vehicles, $340,920
for police vehicles and $3,360 for maintenance management services of police patrol
vehicles. Total annual contract amount not to exceed $704,500.
H. Approval of Amendment No. Four (4) to Contract No. 160015 with Western Refining
Southwest, Inc., for fleet card services, commencing July 9, 2019 and terminating July 8,
2020; in an amount not to exceed $182,800.
I. Approval of Amendment No. Three (3) to Contract No. 160050 with P.A.C.E. Electrical
Construction, Inc., for traffic signal and streetlight construction services, commencing July
1, 2019 and terminating June 30, 2020; in an amount not to exceed $200,000.
J. Approval of Amendments No. Two (2) to Contract No. 180002 with Tucson Asphalt
Contractors, Inc.; Contract No. 180003 with Granite Construction Company; Contract No.
180004 with Southern Arizona Paving and Construction Company; Contract No. 180005
with Ashton Company, Inc., Contractors and Engineers; and Contract No. 180006 with
Sunland Asphalt & Construction, Inc., for as-needed miscellaneous street repair and
maintenance, commencing July 1, 2019 and terminating June 30, 2020; in an amount not
to exceed $1,500,000.

K. Approval of Amendment No. One (1) to Contract No. 180029, with Burns Wald-Hopkins
Shambach Architects, Inc., dba BWS Architects, for Sahuarita Advanced Manufacturing
and Technology Center additional design services, increasing the contract by an amount
not to exceed $99,037, for a total contract amount not to exceed $555,160.
L. Approval of medical, dental, vision, life insurance, and flexible spending account (FSA)
policies for fiscal year 2020.
M. Adoption of Resolution No. 2019-0594, endorsing and authorizing the Green Valley Fire
District's annexation of property in the Stone House planned community located in the
Town of Sahuarita, pursuant to A.R.S. §48-262.
9. Presentation by the Sahuarita Teen Advisory Council on their activities during the 2018-2019 term.
Action recommended: Presentation only.
10. Discussion and possible adoption of Resolution No. 2019-0587, repealing Resolution No. 2005-018,
and adopting the "Parks and Recreation Area Design and Development Standards Manual Revised
May, 2019" for residential recreation areas and trail corridors located within the Town of
Sahuarita, with an effective date of July 1, 2019.
Action recommended: adopt Resolution No. 2019-0587.
11. Public hearing, discussion and possible adoption of Ordinance No. 2019-139, relating to the Fee
Schedule in Chapter 3.10, Title 3, of the Sahuarita Town Code, adopting amendments to Chapter
3.10.030 (Development Review Fees) and Chapter 3.10.130 (Administrative Fees), for purposes of
adding an optional recreation area/park in-lieu fee in Chapter 3.10.030, and updating the
recording fees in Chapter 3.10.130, and repealing all resolutions, ordinances, and rules of the
Town of Sahuarita in conflict therewith.
Action recommended: adopt Ordinance No. 2019-139.
12. Council and Town Manager Brief Summary of Current Events.

13. Presentation and discussion on the Sahuarita Town Center District Branding and Land Planning
Framework.
Action recommended: pleasure of the Council.
EXECUTIVE SESSION
14. Executive Session pursuant to A.R.S. 38-431.03 (A) (1) for the regular annual performance and
contract review of the Town Manager, L. Kelly Udall.

15. Discussion and possible action regarding adoption of the Sixth Amendment to the Employment
Agreement with Town Manager, L. Kelly Udall.
