Town Council Meeting Minutes REGULAR MEETING MINUTES AUGUST 26, 2019 The Mayor and Council of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Monday, August 26, 2019. 1. Administration of oath of office to newly appointed Council Members. Town Magistrate Maria Avilez, administered the loyalty oath of office to new Council Members Erik Dahl and Simon Davis. 2. Call to Order The meeting was called to order at 6:35 PM by Mayor Tom Murphy. 3. Invocation The Invocation was given by Green Valley Fire Chief, Chuck Wunder. 4. Mayor Murphy proclaimed the month of September 2019, as Prostate Cancer Awareness Month. 8. Proclamation declaring August 2019, as Drowning Impact Awareness Month. C. Proclamation declaring August 2019, as Child Support Awareness Month. Mayor Murphy proclaimed the month of August 2019, as Child Support Awareness Month and presented the proclamation to Nicole Olvera, State of Arizona Department of Economic Security Division of Child Support Services Community Outreach Coordinator. 7. Approval of Agenda MOTION was made to approve the agenda as published. Call to the Public There were no speakers. 9. Council and Town Manager Brief Summary of Current Events. The Town Manager, Council and Mayor reported on current events. 10. Consent Agenda MOTION was made to approve the consent agenda recommendations. Approval of the August 19, 2019, Special Meeting Minutes. B. Postpone until October 14, 2019 - Adoption of Ordinance No. 2019-144, relating to the Fee Schedule in Chapter 3.10, Title 3, of the Sahuarita Town Code, adopting amendments to Chapter 3.10.030 (Development Review Fees), for the purpose of adding an optional recreation area/park in-lieu fee in Chapter 3.10.030 and establishing an effective date. C. Postpone until October 14, 2019 - Adoption of Resolution No. 2019-0607, repealing Resolution No. 2005-018 and adopting a revised Parks and Recreation Area Design and Development Standards Manual for residential recreation areas and trail corridors located within the Town of Sahuarita and establishing an effective date. o. Approval of Amendment No. One (1) to Contract No. 150076, with the Arizona Department of Corrections, for inmate labor, commencing August 27, 2019, and terminating May 30, 2020; in an amount not to exceed $15,000. Adoption of Resolution No. 2019-0606 of the Town of Sahuarita, Arizona, authorizing the Town to enter into a Cooperative Agreement, Sahuarita Contract No. 200013, between the Town of Sahuarita and the United States Department of Justice, Drug Enforcement Administration, regarding the DEA Tucson Task Force with the Sahuarita Police Department for the purpose of Disrupting Illicit Drug Traffic in the State of Arizona with a term effective October 1, 2019 through September 30, 2020. F. Approval of Contract No. 200018, with Cartegraph Systems LLC, for operations management software, commencing August 14, 2019, and terminating August 13, 2022; in an amount not to exceed $56,883.45. G. Approval to use revised Town Seal stamp to execute official Town of Sahuarita documents. 11. Discussion and possible approval of Contract No. 200003, with Barker Contracting, Inc., for professional construction services of the Sahuarita Advanced Manufacturing Technology Center {SAMTEC}, commencing August 27, 2019, and terminating July 30, 2022, in an amount not to exceed $3,792,000; and approval to amend the budget authorizing a transfer of available ending balances in the General Fund to the SAMTEC project in the Capital Infrastructure Improvement Fund of an amount not to exceed $1,300,000. Victor Gonzalez, Economic Development Director presented an overview of the construction services of the Sahuarita Advanced Manufacturing Technology Center. Victor Gonzalez, Economic Development Director, and A.C. Marriotti, Finance Director, provided an overview of the proposed construction contract and budget amendment which recommended the use of general funds rather than debt financing as outlined in the fiscal year 2020 budget. Town Manager L. Kelly Udall announced the $1,300,000 debt would be paid back in 5-6 years through the lease of SAMTEC units. MOTION was made to approve Contract No. 200003 and to amend the budget authorizing a transfer of available ending balances in the General Fund to the SAMTEC project in the Capital Infrastructure Improvement Fund of an amount not to exceed $1,300,000.
