Town Council Meeting Agenda
Pursuant to A.R.S. § 38-431.02 notice is hereby given to the public that the Sahuarita Town Council will
hold a meeting at the date and time specified below at the Sahuarita Council Chambers, 375 West
Sahuarita Center Way, Sahuarita, AZ. Members of the Town of Sahuarita Council will attend either in
person or by telephone conference call.
To better serve our community, the Sahuarita Council Chambers is wheelchair accessible. Persons with a
disability may request a reasonable accommodation, such as a sign language interpreter, by contacting
the Town Clerk’s Office at 520-822-8801. Requests should be made no later than three working days
prior to the meeting to arrange the accommodation.

The Invocation will be given by Sergeant Michael Blevins, Sahuarita Police Department Chaplain.

The Pledge of Allegiance will be led by David Egbert, a sixth grade student at Sahuarita Middle
School.

A. Grant award to Economic Development from the Freeport McMoRan Foundation.
B. Certificate of Recognition for Innovation in Lighting from the International Dark-Sky
Association (IDA).

Action recommended: approve the agenda.
7. Call to the Public
At this time, any member of the public is invited to address the Town Council on any issue which is on
tonight’s Consent Agenda or on any issue which the Town Council can lawfully act upon at a future
meeting. Written comments regarding any item on the agenda or on any issue which the Town
Council can lawfully act upon may be submitted prior to the beginning of the council meeting for
distribution to the Town Council. Pursuant to the Arizona Open Meeting Laws, the Council may not
discuss the items, but individual members of the Council may respond to criticism made by those who
have addressed the Council, may ask staff to review the matter, or may ask that the matter be
placed on a future agenda.

9. Consent Agenda
Action recommended: approve the consent agenda recommendations.
A. Approval of the September 9, 2019 Regular and Executive Session (Public Portion) Meeting
Minutes.
B. Adoption of Ordinance No. 2019-146, amending Chapter 12.05 (Definitions), Chapter 12.20
(Permits, Licenses and Reservations), and Chapter 12.35 (Enforcement) of Title 12 (Parks
and Recreation) of the Sahuarita Town Code for purposes of amending the definition of
“park” and deleting the defined term “park ranger” within Title 12 of the Sahuarita Town
Code, and repealing all resolutions, ordinances, and rules of the Town of Sahuarita in
conflict therewith.
C. Adoption of Resolution No. 2019-0608, authorizing the Town to enter into an
Intergovernmental Agreement, Sahuarita Contract No. 200023, to accept a grant in the
amount of $23,614.00 from the State of Arizona, Governor’s Office of Highway Safety, for
federal funds in support of DUI/Impaired Driving Enforcement in the Town of Sahuarita by
the Sahuarita Police Department, in effect from October 1, 2019 through September 30,
2020.
D. Adoption of Resolution No. 2019-0609, authorizing the Town to enter into an
Intergovernmental Agreement, Sahuarita Contract No. 200024, to accept a grant in the
amount of $10,000.00 from the State of Arizona, Governor’s Office of Highway Safety, for
federal funds in support of the Selective Traffic Enforcement Program (STEP) in the Town
of Sahuarita by the Sahuarita Police Department, in effect from October 1, 2019 through
September 30, 2020.
E. Adoption of Resolution No. 2019-0610, authorizing the Town to enter into an
Intergovernmental Agreement, Sahuarita Contract No. 200025, to accept a grant in the
amount of $5,000.00 from the State of Arizona Governor’s Office of Highway Safety, for
federal funds in support of pedestrian and bicycle safety enforcement in the Town of
Sahuarita by the Sahuarita Police Department, in effect from October 1, 2019, through
September 30, 2020.
F. Approval of Freeport McMoRan Foundation Investment Fund Grant Award for the Biz
Program in the amount of $67,000.00 and authorization to amend the budget in the
Grants and Restricted Sources Fund, increasing grant revenues and Economic
Development departmental expenditures by $17,000.00.
10. Presentation, discussion and possible approval of the Financial Participation Agreement, Sahuarita
Contract No. 200022, between the Town of Sahuarita and The Green Valley|Sahuarita Chamber of
Commerce and Visitor Center, for economic development, in the amount of $15,000.00;
commencing October 14, 2019 and terminating June 30, 2020.
Action recommended: approved the contract.

11. Discussion and possible adoption of Resolution No. 2019-0607, repealing Resolution No. 2005-018,
and adopting the “Parks and Recreation Area Design and Development Standards Manual revised
October, 2019” for residential recreation areas and trail corridors located within the Town of
Sahuarita.
Action recommended: adopt the resolution.
12. Discussion and possible adoption of Ordinance No 2019-144, relating to the Fee Schedule in
Chapter 3.10, Title 3 of the Sahuarita Town Code, adopting new subparagraph (Y.) to add an
optional recreation area/park in-lieu fee to Chapter 3.10 (Fee Schedule), and repealing all
resolutions, ordinances, and rules of the Town of Sahuarita in conflict therewith.
Action recommended: adopt the ordinance.
13. Discussion and possible adoption of Ordinance No. 2019-145 adopting new Division III, Chapter
8.40 (Urban Forestry) of Title 8 (Health and Sanitation) of the Sahuarita Town Code for
establishment of guidelines for the care, preservation, and protection of trees located on land
owned by the Town of Sahuarita, and repealing all resolutions, ordinances, and rules of the Town
of Sahuarita in conflict therewith.
Action recommended: adopt the ordinance.
14. Adjournment
Action may be taken by the Town Council on any item listed on this agenda. The Town Council may vote to
go into executive session pursuant to A.R.S. § 38-431.03 (A) (3) for discussion or consultation for legal advice
with the Town Attorney concerning any matter listed on this agenda.
