After the Pledge of Allegiance, Mayor Magiera asked for a moment of silence. Moved by Johnson and seconded by Smith: RESOLVED: That we hereby approve and dispense with the reading of the minutes of the last regular meeting of March 22, 2023 and the special meeting of March 27, 2023. Adopted Ayes: Hill, Johnson, Smith, Reed, Koch Nays: None Moved by Johnson and seconded by Smith: RESOLVED: That we hereby adopt the amended Code of Ethics for the City of Salamanca Municipal Officers and Employees. It was noted the changes include State wording and specifying distribution to be done by the Human Resources Officer. Such policy is attached to and made part of these minutes. Adopted Ayes: Hill, Johnson, Smith, Reed, Koch Nays: None Moved by Johnson and seconded by Smith: RESOLVED: That we hereby adopt an amendment to the procedure to be taken at Council meetings and the annual reorganization meeting resolution to include: That the Common Council shall conduct its business in such a way that order is maintained at all times and any of our citizens attending these meeting shall be fully aware of what is taking place here. It is the duty of the Mayor to enforce the rules and order of the Council. When the Mayor is unable the Council President may call for order. Adopted Ayes: Hill, Johnson, Smith, Reed, Koch Nays: None  REGULAR MEETING OF THE COMMON COUNCIL APRIL 12, 2023 PAGE TWO Moved by Koch and seconded by Hill: RESOLVED: That we hereby authorize the sale of a portion of the Theater parcel at 8 Main Street (# 73.079-3-17) to William Canella, for a purchase price of $500.00, with the purchaser to pay the cost of consent for the Seneca Nation Indian Lease Assignment and all recording costs to record the deed and related paperwork with Cattaraugus County and a property survey. Adopted Ayes: Hill, Johnson, Smith, Reed, Koch Nays: None Moved by Koch and seconded by Smith: RESOLVED: That the following Ordinance # 1 for 2023 is hereby adopted: WHEREAS, the Police Commission has studied the effects on Safety and convenience of the traffic flow along Race Street from its intersection with Main Street to its easterly end, and WHEREAS, the Police Commission has recommended that an ordinance be adopted to replace “restrict parking on the southwest end of Race Street to twenty minutes at all other times,” with “restrict parking on the southwest end of Race Street to Senior Center Visitor only parking”, and WHEREAS, the Common Council has determined that an ordinance providing for such parking restrictions is in the best interest of the public health, safety and welfare. NOW, THEREFORE, BE IT ORDAINED AS FOLLOWS: 1. Salamanca Municipal Code § 60.43, subdivision 90A (2) is hereby amended while leaving sections (1) and (3) alone. (2) South side: Parking from the intersection of the south bounds of Race Street and the easterly bounds of Main Street for the distance of two hundred (200) feet shall be restricted to Senior Center Visitor Parking Only. 2. The Superintendent of Public Works is authorized and directed to paint the designated parking spaces and install the required signs that are necessary to carry out the terms and provisions of this ordinance.  REGULAR MEETING OF THE COMMON COUNCIL APRIL 12, 2023 PAGE THREE 3. This ordinance shall become effective upon the publication as set forth in the City Charter. Council Member Koch stated this was recommended by the Police Commission due to increased overtime. (to replace Adam Johnson)  Zachary Hemphill, Allegany, NY, as full-time Police Officer, from the Civil Service eligible list, to attend the Police Academy, effective July 12, 2023, according to the current union contract. (to replace Dennis Brown)  Caleb McCormick, Great Valley, NY, as Provisional Full-time Dispatcher, effective April 12, 2023, with a wage of $18.00 per hour, contingent on being reachable on a Civil Service list, according to the current union contract. Adopted Ayes: Hill, Johnson, Smith, Reed, Koch Nays: None  REGULAR MEETING OF THE COMMON COUNCIL APRIL 12, 2023 PAGE FOUR Under Communications from the Mayor and Council:  Mayor Magiera reminded everyone there will be a cleanup event on Earth Day, Saturday, April 22, 2023 starting at 9:00 AM at the Jefferson Street Park.  Mayor Magiera also noted there will be a Salamanca School Senior parade held prior to graduation using the same route and ending at Veteran’s Park.  Council Member Koch thanked everyone that attended the annual Drive-thru Easter Egg Hunt at the Youth Center on April 1st. There were around 200 participants.  Council Member Hill thanked all the department that worked following the storm on April 1st.
