AGENDA FOR REGULAR MEETING OF THE COMMON COUNCIL SEPTEMBER 13, 2023 7:00 PM COURT ROOM OF THE MUNICIPAL BUILDING At approximately 6:30 PM, the Mayor and Council will hold a work session in the Conference Room for the purpose of reviewing agenda items and signing bills. No official action will be taken during this time. Pledge of allegiance and moment of silence. 1. Call to order at 7:00 PM. 2. Public Hearing on the Community Development Block Grant (CDBG) Project #1015CVPF8-21 regarding the performance and close out of the Police Department Renovations Project. 3. A resolution approving and dispensing with the reading of the minutes of the last regular meeting of August 23, 2023 and the special meetings of August 3, 2023, August 9, 2023, August 23, 2023 and August 30, 2023. OLD BUSINESS: NEW BUSINESS: 4. A resolution authorizing the Salamanca VFW Post 5296 to sell beer in Jefferson Street Park during the annual Falling Leaves Festival on September 29, 2023 through October 1, 2023 as requested by the VFW. Such approval is contingent upon the VFW obtaining all necessary NYS Alcohol Board of Control permit and proof of insurance. Sponsor: Mayor Magiera 5. A resolution authorizing the closing of certain streets for the Falling Leaves Festival from September 29, 2023 through October 1, 2023. Sponsor: Mayor Magiera 6. A resolution appointing Valorie Magara, Allegany, NY as Provisional Full-time Junior Accountant in the Comptroller’s Office, effective September 23, 2023, at a wage of $48,000.00 annually, at 35 hours per week, in accordance with the Non- Union Employee Benefits, contingent on taking the Cattaraugus County Civil Service test and being reachable. A resolution authorizing Change Order # 4 from Dynasty Construction in an amount of $2,990.00, for the Police Department Addition and Alteration Project, to change a section of flooring and the base, as recommended by Inscale Architects. A resolution authorizing Change Order # 2 from Ahlstrom Schaeffer in an amount of $3,558.00, for the Police Department Addition and Alteration Project, to add outlets in the garage, electric to the overhead door controls and exterior lights, as recommended by Inscale Architects. Sponsor: Council Member Koch 9. A resolution establishing the hours for “Trick or Treat” in the City as 6:00 PM to 8:00 PM on Tuesday, October 31, 2023, with residents wishing to participate leaving their porch lights on and holding “Trunk or Treat” at the Jefferson Street Park and further authorizing the closing of Main Street on October 31, 2023 from 5:00 to 6:00 for a Halloween parade. Sponsor: Mayor Magiera 10. A resolution establishing standard work hours for certain elected and appointed officials, as required by the New York State and Local Retirement System. Communications from the Mayor and Council. 14. Reminder of other meetings – September 20th Police at 6:00, September 26th Youth Board at 4:20, and the next Regular Council will be September 27th at 7:00. 15. A resolution authorizing payment of the bills as warranted and recommended by the appropriate Commissions and/or Department Heads, the City Comptroller and City Clerk and accept reports. 16.
