AGENDA FOR REGULAR MEETING OF THE COMMON COUNCIL SEPTEMBER 27, 2023 7:00 PM COURT ROOM OF THE MUNICIPAL BUILDING At approximately 6:30 PM, the Mayor and Council will hold a work session in the Conference Room for the purpose of reviewing agenda items and signing bills. No official action will be taken during this time. Pledge of allegiance and moment of silence. 1. Call to order at 7:00 PM. 2. Public Hearing on the Downtown Revitalization Initiative (DRI) Round 7 and NY Forward (NYF) Round 2 grant application the City of Salamanca is applying for, for the Main Street Corridor. 3. A resolution approving and dispensing with the reading of the minutes of the last regular meeting of September 13, 2023 and the special meeting of September 13, 2023. OLD BUSINESS: NEW BUSINESS: 4. A resolution adopting a Local Law for 2023 which will amend the City Charter with regard to the residency of City Officers. Sponsor: Mayor Magiera 5. A resolution accepting the resignation of Kailee Redeye as Part-time Dog Caretaker, effective September 20, 2023. Sponsor: Mayor Magiera 6. A resolution confirming the appointment of Greg Mitchell, Salamanca, NY as DPW Part-time Laborer, effective September 20, 2023, at 30 hours per week with a wage of $17.20 per hour. Sponsor: Council Member Hill 7. A resolution appointing Cody Nelson, Cattaraugus, NY, as Provisional Part-time Dispatcher, effective September 29, 2023, with a wage of $21.00 per hour, contingent on being reachable on a Civil Service list, according to the current union contract, as recommended by the Police Commission. Sponsor: Council Member Koch 8. A resolution approving the amended Military Leave Policy. Sponsor: Mayor Magiera 9. A resolution accepting the quote of Inscale Architects, Warren, PA for the design and oversite of a new records archive storage space, in the amount of $16,500.00. A resolution authorizing the City Comptroller to participate in the New York Cooperative Liquid Assets Securities System (NYCLASS) program under the terms of the NYCLASS Municipal Cooperation Agreement. A resolution authorizing the acquisition of a fire-fighting vehicle and apparatus, including all preliminary costs and necessary equipment, warranties and other costs and further authorizing the issuance and sale of a serial bond and a bond anticipation note in an amount not to exceed $800,000.00. Note: This is for the purchase of a new Pierce Enforcer Custom PUC Pumper truck authorized on March 9, 2022. Sponsor: Council Member Johnson 12.
