AGENDA FOR REGULAR MEETING OF THE COMMON COUNCIL NOVEMBER 8, 2023 7:00 PM COURT ROOM OF THE MUNICIPAL BUILDING At approximately 6:30 PM, the Mayor and Council will hold a work session in the Conference Room for the purpose of reviewing agenda items and signing bills. No official action will be taken during this time. Pledge of allegiance and moment of silence. 1. Call to order at 7:00 PM. 2. A Public Hearing on a proposed Local Law for 2023 which will amend the Zoning Law of the City to change the Use District Classification of 501 Broad Street TM# 73.078-1-1.1 from R1 Single Family Residential to B3 Neighborhood Commercial Use District. Note: This is the public hearing before the Mayor that is required before the final adoption of any Local Law and in accordance with the New York State Environmental Quality Review Act for the action of amending the Zoning Law. 3. A Public Hearing on a proposed Local Law for 2023 which will amend the Zoning Law of the City to change the Use District Classification of 73 Central Avenue TM# 73.073-4-3 from R1 Single Family Residential to B3 Neighborhood Commercial Use District. Note: This is the public hearing before the Mayor that is required before the final adoption of any Local Law and in accordance with the New York State Environmental Quality Review Act for the action of amending the Zoning Law. 4. A resolution approving and dispensing with the reading of the minutes of the last regular meeting of October 25, 2023 and Special Meeting of October 25, 2023. OLD BUSINESS: NEW BUSINESS: 5. A resolution accepting the quote of Dynasty Construction, Corry, PA for the installation of flooring in the Police Department (old building offices), in the amount of $16,050.00. Sponsor: Council Member Koch 6. A resolution accepting the quote of CDW-G LLC, Chicago, IL, for the purchase of seven (7) new Lenovo ThinkCentre desktop computers, fifteen (15) new monitors and one HP LaserJet printer in the total amount of $11,040.88. It is noted these are to be used in the Police Department and Assessors office. Sponsor: Mayor Magiera 7. A resolution authorizing the City to apply for Cattaraugus County Group B Tourism Promotion grant funds to offset the cost of advertising and promotion of the Salamanca Falling Leaves Festival. A resolution authorizing the City Clerk to advertise for part time Dog Caretaker at minimum wage for up to 20 hours per week, as needed. Sponsor: Mayor Magiera 9. Certain appointments by the Mayor and Common Council 10. A resolution to waive the agenda rule to consider other items(s), if necessary. a. A resolution authorizing full time employees to contribute accumulated sick leave, personal leave, vacation time and/or compensatory time to a sick leave bank for use by a fellow full time employee who must be absent from work due to a non-occupational personal illness or disability. b. A resolution authorizing the City Comptroller to cancel certain Indian Lease bills for the years 2019 through 2023. Sponsor: Mayor Magiera 11. Communications from the Mayor and Council. 12. Reminder of other meetings – November 13th Fire at 6:30, November 14th BPU at 6:00, November 15th Police at 6:00, November 15th Library at 4:00, November 16th Recreation at 4:00 and the next Regular Council will be November 29th at 7:00. 13. A resolution authorizing payment of the bills as warranted and recommended by the appropriate Commissions and/or Department Heads, the City Comptroller and City Clerk and accept reports. 14.
