SPECIAL MEETING OF THE COMMON COUNCIL FEBRUARY 3, 2025 9:00 AM PRESENT: Mayor Sandra Magiera – via phone Council Members: John Hill, Kylee Johnson, Barry Smith, Michael Reed, Paul Myers City Clerk: Tracy Chamberlain City Comptroller: Robert Earley Police Chief: Jamie Deck The meeting was called to order at 9:00 AM. The purpose of the meeting was to continue the review of proposed 2025-2026 City Budget. Moved by Smith and seconded by Myers: RESOLVED: That the Mayor and Council enter into executive session for the purpose of discussing employment history of a particular person under the provisions of the State’s Open Meetings Law. Adopted Ayes: Hill, Johnson, Smith, Reed, Myers Nays: None Moved by Myers and seconded by Reed: RESOLVED: That the Mayor and Council reconvene after approximately one hour in executive session. Adopted Ayes: Hill, Johnson, Smith, Reed, Myers Nays: None There was some discussion regarding the tax rate increase and the possibility of an occupational privilege tax. The Council discussed some budget cuts. After speaking with Police Chief Deck, they approved the purchase of one new vehicle, body worn camera, 5 pistols, a drug detector, 2 radar guns and half the cost of the drone. The surveillance cameras will be purchased for the parks, Rochester Street DPW building and upgrades to the License Plate Readers. There was some discussion regarding the Library budget. The total requested is $229,727.00. After discussion it was decided to provide $223,380.00 in contributions from the City, the same amount as last year. The Library will need to adjust their budget through a revenue or reduce expenses by $6,347.00.
