AGENDA FOR REGULAR MEETING OF THE COMMON COUNCIL MAY 14, 2025 7:00 PM COURT ROOM OF THE MUNICIPAL BUILDING At approximately 6:30 PM, the Mayor and Council will hold a work session for the purpose of reviewing agenda items and signing bills. No official action will be taken during this time. Pledge of allegiance and moment of silence. 1. Call to order at 7:00 PM. 2. A resolution approving and dispensing with the reading of the minutes of the last regular meeting of April 23, 2025. OLD BUSINESS: NEW BUSINESS: 3. A resolution authorizing the City Comptroller to obtain financing with Five Star Bank, Salamanca, NY, for the purchase of the Verkada cameras in the amount of $475,520.00 for four years. Sponsor: Mayor Magiera 4. A resolution granting permission to the Salamanca Police Department to install License Plate Reader Equipment for Law Enforcement purposes, along Route 353, Route 417, Route 17 and Route 219, upon the approval of the NYS Department of Transportation. Sponsor: Council Member Myers 5. A resolution confirming the purchase of 282-284 Central Avenue, TM# 73.065-5-31, 73.065-5-2.1 and 73.065-5-3 from Hedlund Holding, LLC in the amount of $250,000.00 from Economic Development funds and further authorize the lease with tenant in the amount of $1,000.00 per month, with proceeds to go to development projects. A resolution appointing Cynthia Smith, Salamanca, NY as Assessor effective May 17, 2025, as Department Head according to the Non-Union Employee Rules, with an annual wage of $72,500.00. Sponsor: Mayor Magiera 7. A resolution appointing Janay Ghani, Salamanca, NY as Department of Public Works Part-time Seasonal Laborer, effective May 12, 2025. Sponsor: Council Member Hill 8. A resolution appointing Youth Bureau staff for Summer Playground and Arts-Alive programs. Sponsor: Mayor Magiera and Council Member Reed 9. A resolution approving a 2% general raise for all full and part time Salamanca Housing Authority non-union employees, with the exception of the Full-time Housing Manger and Full-time Account Clerk/Typist, who are to receive a $1.00 per hour raise, plus the 2% general raise, all effective April 1, 2025, as recommended by the Salamanca Housing Authority Board. Sponsor: Council Member Hill 11. A resolution authorizing the Cattaraugus County Living Arts Association (CCLAA) to sublease 8 Main Street. Sponsor: Mayor Magiera 12. Certain appointments by the Mayor and Common Council 13. A resolution to waive the agenda rule to consider other items(s), if necessary. a. A resolution authorize the Cattaraugus County Living Arts Association (CCLAA) to sublease 8 Main Street to Jonathan Young. b. A resolution approving the separation payout of Cynthia Franklin upon her retirement of May 16, 2025. 14. Communications from the Mayor and Council. 15. Reminder of other meetings – May 15th Library at 4:00, May 19th Police at 4:30, May 27th Youth Board at 4:30, May 27th Board of Assessment Review (Grievance Day) at 4:00 and the next Regular Council will be May 28th at 7:00. 16. A resolution authorizing payment of the bills as warranted and recommended by the appropriate Commissions and/or Department Heads, the City Comptroller and City Clerk and accept reports. 17.
