Mayor Magiera called the meeting to order at 7:00 PM. After the Pledge of
Allegiance, Mayor Magiera asked for a moment of silence.
At this time Jackie Greene of the Goodwill of Western New York discussed the
Career Building program – Goodskills. This program will be offered in the City of
Salamanca at Connecting Communities in Action beginning June 30, 2025. The program
is no cost to eligible applicants from Erie, Niagara, Chautauqua or Cattaraugus Counties,
which are 18 years of age with a high school diploma or GED. It provides four weeks of
target training for manufacturing or technology-based full-time careers. The Mayor and
Council thanked Ms. Greene for providing information on the program.

RESOLVED: That we hereby approve and dispense with the reading of the
minutes of the last regular meeting of May 28, 2025.

WHEREAS, the City operates almost entirely on land leased from the Seneca
Nation within the Allegany Territory; and
WHEREAS, the Seneca Nation owns the Allegany Territory pursuant to treaties
between the Seneca Nation and the United States; and
WHEREAS, the City operates almost entirely on land leased from the Seneca
Nation within the Allegany Territory; and
WHEREAS, the Seneca Nation and the City recognize that Seneca and non-
Seneca community members in and around the City and on the Allegany Territory benefit
whenever their respective governments can work together; and
WHEREAS, from time-to-time, the Seneca Nation and the City have worked
cooperatively and successfully to enhance their shared community; and
WHEREAS, the Seneca Nation and the City have orally agreed to undertake
certain activities with respect to the planning, construction, operation, and ongoing
maintenance of a skatepark to be located at Crowley Park on the Allegany Territory
within the City; and

WHEREAS, the Seneca Nation and the City desire to memorialize their oral
agreement in writing to ensure a clear understanding of their respective obligations,
duties, and responsibilities with respect to the planning, construction, operation, and
ongoing maintenance of the skatepark;
NOW, THEREFORE, in consideration of the terms of, and the mutual covenants
contained in, the attached Memorandum of Agreement and other-good and valuable
consideration, receipt of which is hereby acknowledged, the Seneca Nation and the City
hereby agree.
It was noted the SNI received grant funds for the construction of a skatepark.

RESOLVED: That we hereby accept the attached quote of Jarrod Lecceardone,
Salamanca, NY for Forestry Consulting Services and Timber Sale Administration, with
payment to be eight percent (8%) of gross proceeds of a timer sale.

RESOLVED: That we hereby authorize the City Comptroller and City Attorney

RESOLVED: That we hereby accept the attached quote of Toshiba Business
Solutions, Buffalo, NY, for the purchase of one new Wide Format HP DesignJet
T2600MFP in the amount of $10,486.00, with a service agreement of $69.00 per month.
The purchase price will be covered by NYS Archives Grant funds. It was noted
that the cost of supplies, such as ink and paper, can be shared with offices using the
equipment.

ZONING BOARD OF APPEALS
Appointment of Jolene Longley, Salamanca, NY, to fill the unexpired term of Derick
Cuozzo, who resigned, beginning on June 12, 2025 and ending January 31, 2027.

WHEREAS, a local Non-for-Profit organization has requested to hold a fundraiser in the
intersection of Broad Street, Clinton Street and Main Street and intersection
of Broad Street and Center Street, and
WHEREAS, the Police Commission has previously reviewed and advised that these
locations are acceptable to hold the fundraisers, with caution, and
WHEREAS, the organization holding the fundraiser is required to use safety vests, have
no children in the roadways, not unduly disrupt traffic and provide an
insurance certificate naming the City as Additional Insured in the amount of
$1,000,000.00, and
WHEREAS, the Salamanca Wrestling Club has requested to hold such fundraiser.

NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. The City of Salamanca Common Council authorizes the following fundraiser to
be held, subject to the conditions set forth above:
a. Salamanca Wrestling Club to hold a helmet drive on June 22, 2023,
between the hours of 7:30 AM to 2:00 PM, at the intersection of Main
Street, Broad St. and Clinton Street and the intersection of Broad Street
and Center Street.

Under Communications from the Mayor and Council:
• Council Member Reed noted bids are being prepared for Washington Street
paving project to be done in spring of 2026.
• Mayor Magiera stated that she and two Council members will be traveling to
Washington DC to meet with Senator Kristen Gillibrand’s and Senator Charles
Schumer’s representatives. She has been working on getting a meeting for four
and half years to discuss possible financial assistance for the City.

RESOLVED: That the bills be paid as warranted and recommended by the
appropriate Commissions and/or Department Heads, the City Comptroller and City Clerk
and that the report of the City Clerk and City Judge for the month of May 2025 is hereby
accepted and filed.

• The Salamanca City School Senior Parade will be held on June 25th at 5:30 PM,
starting on Main Street and ending at the Greer Building on Fern Avenue.
• Resident Jodi Clark noted the SSMAD group is planning on selling novelties
during the fireworks event on July 5th as a fundraiser.

RESOLVED: That the Mayor and Council enter into executive session for the
purpose of contract negotiations under the provisions of the State’s Open Meetings Law.
