Wednesday May 31, 2023
The Salem City Council Committee on Administration and Finance co-posted with Committee of
the Whole met in person and remotely on Wednesday May 31,2024 at 6:15 P.M, for the purpose
of discussing the Fiscal Year 2024 Operating Budgets and Capital Improvement Plans.
A&F Committee Members participating: Chairman McClain, Hapworth, Merkl, Stott, Watson-
Felt (remote)
Committee Members Absent:
Other Councillors present Morsillo, Cohen, Varela, Prosniewski
Invited: Superintendent of Schools Dr. Stephen Zrike
Chairman McLain addressed the Committee and reported that there has been a change in the
agenda noting that the Public Services and the Engineering Departments have been rescheduled
to June 6, 2024 as well as a vote on the first passage of the Water and Sewer Bond Order.
Councillor McLain also noted that the School Department Budget is also on the agenda this
evening and therefore the Committee needs to recess until 7:00 p.m. He stated that he would
entertain a motion to recess until 7:00 p.m.
Councillor Hapworth moved to recess until 7:00 p.m. Councillor Stott seconded the motion.
Councillor McLain called for a roll call vote as follows:
Councillor Hapworth Yes
Councillor Merkl Yes
Councillor Stott Yes
Councillor Watson Felt Yes
Councillor McLain Yes
The motion carried (5-0)
FY 2024 School Department Budget
Salem Public Schools Superintendent Stephen Szrike addressed the Committee and reported on
the goals and accomplishments of the Salem Public Schools. He explained the budget and the
increases in the budget for the fiscal year 2024.
Councillor Hapworth moved to approve the total budget for the Salem Public Schools in the amount of
$71,154,142.00, seconded by Councillor Stott.

Councillor McLain called for a roll call vote as follows:

Councillor Watson Felt Yes
Councillor McLain Yes
The motion carried 5-0.
There being no further business to come before the Administration and Finance Committee this
evening, Councillor Hapworth moved to adjourn the meeting.
The meeting was adjourned at 8:00 p.m.
