COMMITTEE ON ADMINISTRATION AND FINANCE
Tuesday, May 28, 2024
The Salem City Council Committee on Administration and Finance co-posted with Committee of
the Whole met in person and remotely on Tuesday, May 28, 2024, at 6:00 p.m., for the purpose
of discussing the Fiscal Year 2025 Operating Budgets and Capital Improvement Plans.
A&F Committee Members participating: Chair Merkl, Jerzylo, Prosniewski, Stott and Varela.
Also attending from the Committee of the Whole, are Councillor Morsillo, Councillor Davis and
Councillor Cohen.
Guests: Ilene Simons, City Clerk; Supt. of Schools, Dr. Zrike; and Elizabeth Pauley.

CITY CLERK
Councillor Stott moved to approve the Personnel Budget for the City Clerk in the amount of
$360,292 and an Expenditure Budget in the amount of $13,870 for a departmental total of $374,
162, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows:
Councillor Jerzylo Yes
Councillor Prosniewski Yes
Councillor Varela Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 5-0.
CITY COUNCIL
Councillor Stott moved to approve the Personnel Budget for the City Council in the amount of
$179,337 and an Expenditure Budget of $78,962 for a departmental total of $258,299, seconded
by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows:

Councillor Prosniewski Yes
Councillor Varela Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 5-0.

Councillor Stott moved to approve the Personnel Budget for the Elections and Registration in the
amount of $257,197 and an Expenditure Budget in the amount of $56,650 for a departmental total
of $313,847, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as
follows:

Councillor Prosniewski Yes
Councillor Varela Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 5-0.
SALEM PUBLIC SCHOOLS
Capital Improvement Plans
Councillor Stott moved to approve the Salem Public Schools total appropriation of $74,592,616,
seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows:
Councillor Jerzylo Yes
Councillor Prosniewski Yes
Councillor Varela Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 5-0.
There being no further business to come before the Administration and Finance Committee this
evening, Councillor Prosniewski moved to adjourn the meeting.
The meeting was adjourned at 8:40 p.m.
