COMMITTEE ON ADMINISTRATION AND FINANCE
Wednesday, May 29, 2024
The Salem City Council Committee on Administration and Finance co-posted with Committee of
the Whole met in person and remotely on Wednesday, May 29, 2024, at 6:00 p.m., for the
purpose of discussing the Fiscal Year 2025 Operating Budgets and Capital Improvement Plans.
A&F Committee Members participating: Chair Merkl, Jerzylo, Prosniewski and Stott. Absent
was Councillor Varela.
Also attending from the Committee of the Whole, are Councillor Morsillo, Councillor Harvey,
Councillor Cohen, Councillor Hapworth and Councillor Watson Felt.
Guests: John Giardi, City Electrician; Voula Orfanos, Building Commissioner and David
Kucharsky, Director of Traffic and Parking. Also attending is Deputy Finance Director, Justin
McCutcheon, Anna Friedman, Finance Director, Chief of Staff, Lisa Peterson and Mayor Pangallo.

ELECTRICAL
Councillor Stott moved to approve the Personnel Budget for the Electrical Department in the
amount of $471,041 and an Expenditure Budget in the amount of $468,615 for a departmental total
of $939,656, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as
follows:
Councillor Jerzylo Yes
Councillor Prosniewski Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 4-0.
PUBLIC PROPERTY/BUILDING/GAS/PLUMBING (Board of Appeals, Fixed Costs)
Councillor Stott moved to approve the Personnel Budget for the Public
Property/Building/Gas/Plumbing Department in the amount of $770,404 and an Expenditure
Budget of $49,242 for a departmental total of $819,646, seconded by Councillor Prosniewski.

PUBLIC PROPERTY, Fixed Costs
Councillor Stott moved to approve the Fixed Costs for Public Property in the amount of $730,950,
seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows:

Councillor Prosniewski Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 4-0.
ZONING BOARD OF APPEALS, Expenditures
Councillor Stott moved to approve the expenditure for the Zoning Board of Appeals in the amount
of $1,200, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as
follows:

Councillor Prosniewski Yes
Councillor Stott Yes
Councillor Merkl Yes
The motion carried 4-0.
TRAFFIC & PARKING
Capital Improvement Plan
Councillor Stott moved to approve the Traffic and Parking Department in the amount of
$1,174,099 and an Expenditure Budget in the amount of $521,035 for a departmental total of
$1,695,134, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as
follows:

Councillor Varela Yes
Councillor Stott Yes

The motion carried 4-0.
There being no further business to come before the Administration and Finance Committee this
evening, Councillor Prosniewski moved to adjourn the meeting.
