SALEM CITY COUNCIL COMMITTEE ON ADMINISTRATION AND FINANCE Monday, June 10, 2024 The Salem City Council Committee on Administration and Finance co-posted with Committee of the Whole met in person and remotely on Monday, June 10, 2024, at 6:00 p.m., for the purpose of discussing the Fiscal Year 2025 Operating Budgets and Capital Improvement Plans. A&F Committee Members participating: Chair Merkl, Jerzylo, Prosniewski, Stott and Varela. Also attending from the Committee of the Whole, are Councillor Morsillo and Councillor Cohen. Also joining are Mayor Pangallo; Anna Friedman, Finance Director; Justin MacCutcheon, Deputy Finance Director; and Chief of Staff, Lisa Peterson. Guests: Trish O’Brien, Director of Park and Recreation and Community Services; Terri Arnold, Council of Aging; Paul Lever from the golf course; Elizabeth Peterson from the Witch House and Dave Gilbert from Winter Island. RECREATION AND COMMUNITY SERVICES – Golf Course Councillor Stott moved to approve the Personnel Budget for the Golf Course in the amount of $402,518 and an Expenditure Budget in the amount of $284,788 for a departmental total of $687,306, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Councillor Merkl Yes The motion carried 5-0. COUNCIL ON AGING Councillor Stott moved to approve the Personnel Budget for the Council on Aging Department in the amount of $563,429 and an Expenditure Budget in the amount of $112,782 for a departmental total of $676,211, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Page 1 of 3 Councillor Merkl Yes The motion carried 5-0. RECREATION AND COMMUNITY SERVICES – Witch House Councillor Stott moved to approve the Personnel Budget for the Witch House in the amount of $229,446 and an Expenditure Budget in the amount of $113,853 for a departmental total of $343,299, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Councillor Merkl Yes The motion carried 5-0. RECREATION AND COMMUNITY SERVICES – Pioneer Village Councillor Stott moved to approve the Pioneer Village Expenditure Budget, which is also the department total budget of $26,980, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Councillor Merkl Yes The motion carried 5-0. RECREATION AND COMMUNITY SERVICES – Charter Street Councillor Stott moved to approve the Personnel Budget for Charter Street in the amount of $146,144 and an Expenditure Budget in the amount of $64,690 for a departmental total of $210,804, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Councillor Merkl Yes The motion carried 5-0. Page 2 of 3 RECREATION AND COMMUNITY SERVICES – Winter Island Councillor Stott moved to approve the Personnel Budget for Winter Island in the amount of $232,717 and an Expenditure Budget in the amount of $93,325 for a departmental total of $326,042, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Councillor Merkl Yes The motion carried 5-0. RECREATION AND COMMUNITY SERVICES – General Administration Councillor Stott moved to approve the Personnel Budget for Park and Recreation Department in the amount of $479,362 and an Expenditure Budget in the amount of $507,749 for a departmental total of $987,111, seconded by Councillor Prosniewski. Councillor Merkl called for a roll call vote as follows: Councillor Jerzylo Yes Councillor Prosniewski Yes Councillor Stott Yes Councillor Varela Yes Councillor Merkl Yes The motion carried 5-0. There being no further business to come before the Administration and Finance Committee this evening, Councillor Prosniewski moved to adjourn the meeting.
