Public Art Commission

Salem Public Art Commission Meeting Minutes Tuesday, August 20, 2019, 6:30 pm Roll Call Members Present: Kurt Ankeny-Beauchamp, Norene Gachignard, Janine Liberty, and Carly Naik Dwyer. Also present: Tia Cole, recording clerk; Brennan Corriston, staff planner and interim staff for Public Art Commission. Update by King Lear performances by The Bard Brigade  At 289 Derby, there were about 200 people in attendance  There was some heckling from across the river (??)  There was only verbal permission about being at 289 Derby because there is no formalized process.  Dwyer Naik suggests having an RFP next year for additional performing arts  More lead time is needed between suggested artists and PAC  Derby Square lighting is difficult at night. Ankeny-Beauchamp suggests a theatre kit for PA/Lighting  289 Derby was a better space for performance art; the atmosphere was more comfortable. Update on Artists’ Row  Selection of new tenant by Artists’ Row Subcommittee has been postponed to Thursday, August 22. Artists’ Row Plan Discussion  Dwyer Naik suggested waiting for the new arts planner  Gachignard suggested that the lease agreements be reviewed  Tenants should be contacted to see if there is interest for next year  Old RFP should be reviewed  Andrews o Would like to see the RFP sent before next year o Is this the final year for tenants? o Will we be able to move forward without a planner? FY20 Budget Discussion  Andrews: revolving account from Artists’ Row – budget status? Crossing Water  Andrews suggests PAC provide $1000 for distribution and that he will take leadership on this project Dwyer Naik made a motion to approve $1000 in funding for Crossing Water. Liberty seconded the motion. Discussion: PAC would like details as to how the money is spent. Vote: 4 in favor, 0 opposed. Discussion of Toolkit for Artists Looking to Make Public Art in Salem  Andrews and Dwyer Naik have learned with their programming experience that a clear path needs to be laid out for the public looking to activate public spaces (with art)  A second part of it is a toolkit to gain sponsorship  Corriston suggests utilizing the routing forms in City Hall as a starting point Discussion of Public Art Inventory, Including Council Chambers  Project done by Don Daly – moving slowly  Dan from Lightshed Photography took photos; they are on shared drive  Outdoor public art has been photographed on Trello  Story mapping has started but has not progressed very far; is seen as work for the Public Art Planner once they are hired Other Business  Keep programming or tenants in Old Town Hall  What items do we want in the budget  PAC should review the 2013 Master Public Art Plan and prioritize from that  Mission Statement next month  Vice Chair should be assigned Public Comments None Adjourn Adjourn Ankeny-Beauchamp made a motion to adjourn.
