Scholarship & Education Committee Meeting – Draft Minutes
Monday, September 13, 2021, 6:30 P.M., meeting held remotely
Members Present: Lynne Mullen, Cynthia Nina-Soto, Amy Stewart, Elizabeth McGovern, Tyler Carlton
Staff Present: Dominick Pangallo
1. Call to Order: 6:31 p.m.
2. Approval of June 14, 2021 and August 9, 2021 minutes: Approved unanimously.
3. Financial Updates: Dominick reported that the Education Fund took in $244 in August, for a
current balance of $177,924.56. The Scholarship Fund took in $216 in August, for a current
balance of $6,112.99.
4. Old Business
a. Fundraising Updates: Tyler reported that he’s still not heard back on the foundation grant
applications, but will follow up again. Cynthia reported that she is still running the
Marathon fundraiser for the Scholarship Fund and Harborlight, and asked committee
members to help share out the information for donations.
5. New Business
a. Education Fund grants application round: The committee discussed reopening a new
round of grants from the Education Fund, with a deadline of 5pm on October 14 th. Tyler
will update the application forum to specify that while repeat applicants are allowed to
apply, the committee will generally have preference for new applicants; and that re-
applications of previously rejected requests should include information detailing how the
application is different this time. The committee discussed how to broaden awareness of
the grants program, especially among Salem Public School teachers, and Dominick offered
to share the announcement with the district once it is public. Lastly, the committee
modified the questions in the application to include a new question asking the applicant to
state what size impact the proposed project is anticipated to have. The committee
unanimously approved opening the new grant round with these changes and conditions
(motion by Amy, seconded by Cynthia).

If any public comment is permitted, members of the public who have “raised their hand” in
Zoom will be called on by the chair to offer comment. In order to raise a hand, member of the

members of the public dialing in may press “*9” to raise their hand to speak.
No in-person attendance of members of the public will be permitted, but every effort will be
made to ensure that the public can adequately access the proceedings in real time, via
technological means. In the event that we are unable to do so, despite best efforts, we will post
on the city’s website an audio or video recording, transcript, or other comprehensive record of
proceedings as soon as possible after the meeting.
