CITY OF SALEM, MASSACHUSETTS Dominick Pangallo Mayor Scholarship & Education Committee Meeting – Draft Minutes Monday, September 11, 2023, 6:30 P.M., meeting held remotely Members Present: Andrew Boucher, Tyler Carlton, Brian Eiermann, Heather Lang, Elizabeth McGovern, Lynne Mullen, Cynthia Nina-Soto, Gabriel Yeager Staff Present: Lisa Peterson 1. Call to Order: 6:30 p.m. 2. Approval of August 14, 2023 minutes: Minutes approved 6-0-1. 3. Financial Updates: Education Fund Scholarship Fund Balance: $7,964.48 Balance: $14,997.83 + 295.00 (Receipts in FY24) - 2,500.00 (Scholarships Paid Out) + 872.09 (Receipts in FY24) ________ _________ $8,259.48 (Total) $13,369.92 (Total) 4. Old Business: • Education Fund o Approve New Application o Should Applications Approve Requests Retroactively? ▪ Liz: There would have been movement if scheduling wasn’t so uneven over the past 6 months • There have been several models in recent years • Website should be updated to reflect rolling admission o LIZ: MOVES TO ENTER A DEADLINE 24 HOURS IN ADVANCE OF MEETING o TYLER: SECOND o Under Discussion: ▪ Should there be a rolling deadline? (Tyler – don’t list the deadline); ▪ Perhaps the Friday before? ▪ FAQ about the city process (Lynne) ▪ Internal rubric or checklist? o VOTE, AS AMENDED (DEADLINE, FRIDAY @ 12:01AM) ▪ Lynne: no ▪ Brian: no ▪ Tyler: yes ▪ Gabriel: no ▪ Heather: no ▪ Andrew: yes ▪ Liz: yes ▪ Cynthia: no o 3-5-0 DOES NOT PASS o CYNTHIA: Now it’s just the chair that decides when to pull them • Election of Chair o Brian: Removes himself from nominations o Gabriel is up for consideration ▪ Tyler: Moves to appoint Gabriel as the new Chair ▪ Brian: Seconds ▪ Liz: Moves to End Discussion ▪ 8-0-0 Unanimous vote for Gabriel to be the new Chair • Letter to the Editor ▪ Gabe (and Liz?) 5. New Business • Cynthia: with Heather & Tyler (create rubric for next time) • Cynthia: Did not register for any races! • Cynthia: Letters for corporations • Gabriel: Haunted Happenings – any fundraising opportunities? • Tyler: Will busk (Dolly Parton, Sanderson Sister, Dog, etc…) • Heather: Set up a table to fundraise at open houses at schools • Lisa: Involve the committee in future City Hall to Go events 6. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the city’s website, at www.salemma.gov. No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means.
