PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

ID#13-454 Conflict of Interest Code - Biennial Review
Recommendation: Introduce and subsequently adopt an ORDINANCE amending Salinas City Code
Section 2A.
ID#13-384 Master Service Agreements (3) for on-call Civil Engineering and Project
Management Consulting Services
Recommendation: Adopt RESOLUTIONS approving three Master Service Agreements with Kimley-Horn
and Associates; Mark Thomas and Company; and Wallace Group to provide design
and project management consulting services for various City of Salinas Public Works
Projects, as needed to complete outstanding C.I.P. projects.
ID#13-423 Monte Bella Subdivision, Phase 2B
Recommendation: Adopt a RESOLUTION accepting the Monte Bella Subdivision, Phase 2B, and accept
Tuscany Way and Tuscany Circle into the City street system.
ID#13-424 East Market Improvements Phase 3, Project No. 9337
Recommendation: Adopt a RESOLUTION approving award of contract to J J R CONSTRUCTION, INC.,
for the East Market Street Improvements Phase 3, Project No. 9337, in the amount of
$189,875 for concrete repairs (Sherwood Drive to Merced Street).
ID#13-439 Professional Services Agreement with Veronica Tam and Associates, Inc.
for the Preparation of the 2015-2020 Consolidated Plan, 2015 Analysis of
Impediments to Fair Housing Choice, and the Neighborhood Revitalization
Area Update.
Recommendation: Adopt a RESOLUTION approving a Professional Services Agreement between the City
of Salinas and Veronica Tam and Associates, Inc. for the preparation of the 2015-2020
Consolidated Plan, 2015 Analysis of Impediments to Fair Housing Choice, and the
Neighborhood Revitalization Area Update.
ID#13-440 Monterey Peninsula, Carmel Bay, and South Monterey Bay Integrated
Regional Water Management Plan and Plan Update
Recommendation: Adopt a RESOLUTION approving the Monterey Peninsula, Carmel Bay, and South
Monterey Bay Integrated Regional Water Management Plan and Plan Update.
ID#13-442 FY 2014/15 Budget Amendment
Recommendation: Adopt a RESOLUTION amending the FY 2014/15 Operating Budget to allocate $30,000
as a supplement the Salinas Housing Successor Agency budget.
ID#13-448 Return of the Natives Habitat Conservation Fund Grant Submittal
Recommendation: Adopt a RESOLUTION authorizing the Mayor to submit a grant application on behalf of
CSUMB's University Corporation at Monterey Bay the fiscal agent for Return of the
Natives (RON) for a California State Park and Recreation Habitat Conservation Fund
Grant; and if and when the grant is approved, authorize the Finance Director to transfer
$15,000 from the City's Stormwater Education CIP Budget to fund CSUMB's matching
portion of the grant.

ID#13-443 Professional Services Agreement with Veronica Tam and Associates, Inc.
regarding the Preparation of the 2015 Update of the Housing Element of
the General Plan
Recommendation: Adopt a RESOLUTION authorizing the City Manager to enter into a Professional
Services Agreement with Veronica Tam and Associates, Inc. regarding the preparation
of the 2015 Update of the Housing Element of the General Plan for an amount not to
exceed $139,190; and authorizing the Finance Director to appropriate up to $72,543 in
additional FY 13-14 General Fund carryover funds to fund the costs of the preparation
of the 2015 Update of the Housing Element of the General Plan.
CONSIDERATION
ID#13-417 Salinas United Business Association (SUBA) Assessment District Report
for FY 2013/2014 and Resolution of Intention to levy and collect an Annual
Assessment for the District in FY 2014/2015.
Recommendation: Adopt a RESOLUTION approving the FY 2013/14 Salinas United Business
Association's Annual Report, as required for the Salinas United Business Association
Business Improvement Area; and adopt a RESOLUTION OF INTENTION to levy and
collect an annual assessment in the Salinas United Business Association Business
Improvement Area for FY 2014/15; and set a public meeting for October 7, 2014 to
consider the levy.
PUBLIC HEARING
ID#13-366 Public Hearing and Input on Housing and Community Development Needs
and Approval of the Consolidated Annual Performance and Evaluation
Report (CAPER) for Fiscal Year 2013-2014.
Recommendation: It is recommended that the City Council approve the FY 2013/2014 Consolidated
Annual Performance and Evaluation Report (CAPER) and authorize its submittal to the
U.S. Department of Housing and Urban Development. It is also recommended that the
City Council open and close a public hearing on Community Development Needs.
ID#13-419 Fourth Amendment to the FY 2010/11 and First Amendment FY 2014/15
Recommendation: Adopt a RESOLUTION approving the First Amendment to FY 2014/15 Action Plan and
Fourth Amendment to the FY 2010/11 Action Plan to allow for a reduction in funding for
the First Time Homebuyers (FTHB) Program.
