PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

ID#13-454 2nd reading, Conflict of Interest Code - Biennial Review
Recommendation: Adopt an ORDINANCE amending Salinas City Code Section 2A.
ID#13-231 John Steinbeck Fire Damage Repairs, CIP 9174
Recommendation: Adopt a RESOLUTION approving award of Contract to Tombleson Inc., for the John
Steinbeck Fire Damage Repairs, CIP 9174, in the amount of $149,300.
ID#13-468 The Salinas Freight Depot Rehabilitation City Project 9399, Federal No.
5045-022
Recommendation: Adopt a RESOLUTION to approve an appropriation of $19,517.00 of Undesignated
Development Fees to the Salinas Freight Depot Rehabilitation Project 9399 to complete
the closure of the project.

ID#13-471 Local Purchasing Preference Ordinance
Recommendation: Introduce an ORDINANCE amending Chapter 12 of the City Code to update the City's
local purchasing preference ordinance.
ID#13-467 City of Salinas Industrial Waste Water and Storm Water Multi-Party
Agreement
Recommendation: Approve Memorandum of Understanding (MOU) to negotiate a definitive agreement to
provide access to City of Salinas Industrial Waste Water and Storm Water.
PUBLIC HEARING
ID#13-463 Levy of Annual Assessment in the Salinas United Business Association
(SUBA) Business Improvement Area for FY 2014/2015
Recommendation: Following final tabulation of protests and objections, and confirmation that protests
represent less than 50% of the assessments proposed to be levied, staff recommends
that the City Council adopt a resolution which denies the protests and which confirms
the Salinas United Business Association Business Improvement Area Assessment
District Report for Fiscal Year 2013/14 and its proposed budget for Fiscal Year
2014/15, which shall constitute the levy of an assessment for this fiscal year.
ADMINISTRATIVE REPORT
ID#13-470 Park and Urban Forestry Investment
Recommendation: Receive this report on Parks and Urban Forestry investment and authorize staff to apply
for reinstatement of Tree City USA status for the City of Salinas.

c. Real Property Negotiations (Regional Soccer Complex) – Government Code Section
54956.8, conference with real property negotiators City Manager Ray E. Corpuz, Jr., and City
Attorney Christopher A. Callihan to discuss the terms of lease of property located at 1440
