GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

Recommendation: Adopt ORDINANCE amending Chapter 12 of the City Code to update the City's local
purchasing preference ordinance.

Recommendation: Accept the monthly Financial Report for June 2014.
ID#13-449 Federal Highway Safety Improvement Program (HSIP) Grant
Recommendation: Adopt a RESOLUTION appropriate $1,415,700 of federal funds awarded to the City of
Salinas from the Highways Safety Improvement Program (HSIP) and appropriate
$157,300 from the City's share of Regional Surface Transportation Program (RSTP) for
Safety Improvements at North Sanborn Road between East Alisal Street and Freedom
Parkway
ID#13-450 Federal Active Transportation Program (ATP) Grant
Recommendation: Adopt a RESOLUTION approving use of Federal Active Transportation program funds
and appropriating $1,292,722 from the program; transfer gas tax appropriation from the
city's annual street rehabilitation program in the amount of $35,000 for the Fremont
Elementary/El Sausal Middle School SR2S Project.

Recommendation: Adopt a RESOLUTION updating the status of the 2014/2015 special curb markings by
deleting three (3) special curb markings.

Recommendation: Adopt a RESOLUTION authorizing the execution of a Ground Lease with allUS Credit
Union for the co-development of a new Credit Union and expansion of El Gabilan
Library at 1400 and 1410 North Main Street.

Recommendation: Adopt a RESOLUTION approving a Professional Service Agreement between the City
of Salinas and Kimley-Horn and Associates, Inc. for airport planning, design,
engineering, and construction management services for the Salinas Municipal Airport.

9126; and authorize issuance of invitation to bid, with bids to be opened on November
18, 2014.

Recommendation: Adopt a RESOLUTION authorizing the City Manager to execute and submit a California
Office of Traffic Safety grant agreement for the DUI Enforcement and Awareness
Program.

Recommendation: Adopt a RESOLUTION authorizing the City Manager to execute and submit a California

ID#13-482 Certification of Sufficiency of Initiative Petition - One-Cent Transactions
and Use Tax to Fund Specified Public Safety Programs (Special Tax
Initiative)
Recommendation: Adopt a RESOLUTION accepting the City Clerk's Certificate of Sufficiency of Initiative
Petition, an initiative petition to adopt an ordinance imposing a once-cent transactions
and use tax to fund specified public safety programs (special tax) and order a report
pursuant to California Elections Code 9212.

ID#13-459 Amended Restated Long Range Property Management Plan
Recommendation: Adopt a RESOLUTION approving the Amended Restated Long Range Property
Management Plan for properties formerly held by the Salinas Redevelopment Agency
and forward this determination to the Salinas Oversight Board and the Department of
Finance for approval.

REDEVELOPMENT AGENCY - PUBLIC HEARING
ID#13-493 Purchase and Sale of 1 Main Street
Recommendation: Adopt RESOLUTIONS consenting to the sale of the National Steinbeck Center building
located at 1 Main Street in the City of Salinas, County of Monterey, from the National
Steinbeck Center to the University Corporation at Monterey Bay; terminating the ground
lease between the former Salinas Redevelopment Agency and the National Steinbeck
Center and the Sublease Agreement between the City of Salinas and the National
Steinbeck Center; approving the sale of the land located at 1 Main Street, to the
University Corporation at Monterey Bay; and electing to terminate the Loan Agreement
between the former Salinas Redevelopment Agency and the National Steinbeck Center
to implement forgiveness of the Loan Agreement.

JOINT CITY COUNCIL AND SALINAS FACILITIES PUBLIC FINANCING AUTHORITY
PUBLIC HEARING
ID#13-483 Consideration of an energy services contract with Opterra Energy Services
Company, a division of Opterra Energy Group, for the implementation
and funding of energy-related improvements to City facilities.
Recommendation: Adopt a RESOLUTION authorizing execution of an Energy Services Contract with
OpTerra Energy Services for energy-related improvements to City facilities as
authorized by California Government Code Sections 4217.10 through 4217.18; and
making findings that the cost to the City to implement the energy-related improvements
per this Energy Services Contract will be less than the anticipated marginal cost to the
City; and authorizing the execution and delivery of a Site Lease, Lease Agreement,
Assignment Agreement, and Financial Advisor Agreement for the purpose of financing
the acquisition, construction and installation of solar energy and other energy efficiency
capital improvements.
