Public comments generally are limited to two minutes per speaker; the Mayor may
further limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communication from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.

Request
Recommendation: Adopt a RESOLUTION approving the on-street parking modifications/designations
along the 100-block of Main Street, Central Avenue and Salinas Street frontages.

ID#13-529 3 Station Place (Freight Bldg) License Agreement with Ariel Theatrical,
Inc.
Recommendation: Adopt a RESOLUTION authorizing the execution of a license agreement with Ariel
Theatrical, Inc. to use a 1,440 square foot portion of 3 Station Place (Freight Building)
for storage of children's play set decorations.
ID#13-531 3 Station Place (Freight Building) License Agreement with Oldtown Salinas
Foundation
Recommendation: Adopt a RESOLUTION authorizing the execution of a License Agreement with Oldtown
Salinas Foundation to use a 750 square foot portion of 3 Station Place (Freight
Building).
ID#13-561 Apparatus Lease/Purchase
Recommendation: Adopt a RESOLUTION authorizing the lease/purchase of one tiller ladder truck and one
fire engine from Golden State Fire Apparatus, Inc.
ID#13-564 East Alisal Street and Skyway Boulevard Roundabout Project (CIP 9655)
Recommendation: Adopt a RESOLUTION approving plans and specifications for the East Alisal Street and
Skyway Boulevard Roundabout; City Project No. 9655; and authorize issuance of
invitation to bid, with bids to be opened on February 24, 2015.
ID#13-565 215 Lincoln Avenue License Agreement with Action Council of Monterey
County, Inc.
Recommendation: Adopt a RESOLUTION authorizing the execution of a license agreement with Action
Council of Monterey County, Inc. to use the second floor of 215 Lincoln Avenue
(Women's Club).
ID#15-004 Salinas Municipal Airport 2015-2021 Airport Capital Improvement Plan
Recommendation: Adopt a RESOLUTION authorizing transmittal of the Salinas Municipal Airport 2015-21
Airport Capital Improvement Plan to the Federal Aviation Administration.
ID#15-007 Modification to the Classification/Salary Schedule
Recommendation: Adopt a RESOLUTION restoring the Plan Checker I Classification from inactive to
active status and accordingly approve a modification to the Classification and Salary
Schedule.
ADMINISTRATIVE REPORT
ID#13-527 Administrative Report on the Management Study for Police and Fire
Departments
Recommendation: It is recommended that the City Council accept the management study reports prepared
by Management Partners regarding the Police and Fire Departments.
