GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached.
The public may request that the legislative body consider adding an item for
consideration on a future agenda. The public may comment on scheduled agenda
items, including closed session items, as they are considered. In order to be respectful
of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain
from applauding or jeering speakers who have been recognized by the Mayor.

Recommendation: Adopt an ordinance adding Article XIIA to Chapter 16 of the City Code establishing
requirement for a Tobacco Retailers License.

Recommendation: Adopt a RESOLUTION approving award of contract to Southwest Pipeline and
Trenchless Corporation, for the Phase 2 - Sanitary Sewer Pipeline and Manhole
Repair/Rehabilitation (CIP No. 9126) in the amount of $1,592,088.00 (base bid only),
and transfer $175,000 from CIP No. 9742 - Sewer Pipe Repairs, to this project.

Funded Programs for the Year Ended June 30, 2014
Recommendation: Accept the audited Basic Financial Statements and Single Audit Report on federal
funded programs for fiscal year ended June 30, 2014.

Recommendation: Adopt a RESOLUTION accepting the California State Library's Library Literacy Services
Program award to the Salinas Public Library for adult and family literacy services.
ID#13-560 2015 ADA Transition Plan, CIP 9618
Recommendation: Adopt a RESOLUTION approving the Master Service Agreement with Sally Swanson
Architects, Inc. to evaluate the City's policies and procedures and prepare an
Americans with Disability (ADA) Transition Plan in the amount of $52,227.36.
ID#13-562 Public Safety Vehicles for Salinas Police Department
Recommendation: Adopt a RESOLUTION authorizing the purchase of five public safety vehicles from
Salinas Valley Ford at a total cost of $142,065.62.
ID#13-566 Historic Resources Board Amended Bylaws
Recommendation: Adopt a RESOLUTION approving Amended Bylaws for the Historic Resources Board.
ID#13-567 State Board of Equalization and Hdl Agreements for Administering City’s
New Transactions and Use Tax
Recommendation: Adopt a RESOLUTION authorizing the agreements with the State Board of Equalization
(BOE) for transaction and use tax implementation and administration services and with
Hinderliter, DeLlamas and Associates (HdL) for transactions tax audit and information
services.
PUBLIC HEARING
ID#13-538 2014 Weed Abatement Program
Recommendation: Adopt a RESOLUTION approving charges for the abatement of weeds on three
properties within the City of Salinas, and direct the Finance Director to collect the
charges from the property owners.

ID#13-568 Implementation of the Draft General Plan Economic Development Element
Recommendation: Adopt a RESOLUTION relating to the approval and implementation of the Draft General
Plan Economic Development Element that authorizes staff to proceed with the formal
approval process for consideration of the Draft Element as provided for in this report;
receives the resource allocation study for the Draft Element's Five Year Action Plan;
and directs staff to proceed with presentation of recommended priority economic
development policies and action items, as appropriate, as a part of the mid-year and
annual budget process.

1 Main Street in Salinas, California involving the National Steinbeck Center and the University
Corporation at Monterey Bay.
c. Real Property Negotiations (Twin Creeks Golf Course) - Cal. Govt. Code sec. 54956.8,
conference with real property negotiators City Manager Ray Corpuz, City Attorney
Christopher A. Callihan, Finance Director Matt Pressey and Assistant City Manager Jim Pia to
discuss the terms and price of the Lease between the City of Salinas and the Future Citizens
Foundation for property located at 1551 Beacon Hill Dr., Salinas, CA 93905.
