The City Council will reconvene in the Rotunda at 4:00 p.m. COMMENDATIONS Presentation of an award by the Salinas Valley Food and Wine Festival committee to Sun Street Center. PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. ID#13-532 October 2014 Financial Report Recommendation: Accept the monthly Financial Report for October 2014. ID#13-528 Kimley-Horn and Associates, Inc. Service Agreement Amendment (FAA Funded Airport Improvement Projects) Recommendation: Adopt a RESOLUTION authorizing the First Amendment to an Existing Services Agreement with Kimley-Horn and Associates, Inc. for Planning Work Associated with FAA Funded Airport Improvement Projects. ID#13-530 Self-Contained Breathing Apparatus Bid Award Recommendation: Adopt a Resolution authorizing the purchase of self-contained breathing apparatus and 17 rapid intervention crew emergency rescue packs from Allstar Fire Equipment at a total cost of $900,387.90. ID#13-542 City of Marina Animal Sheltering Agreement Recommendation: It is recommended that the City Council adopt a resolution approving the City of Marina Animal Sheltering Agreement with Salinas Animal Services. ID#13-555 Finance, Payroll, and Human Resources Management System Contract for Software and Implementation Services and Project Management Services Recommendation: Adopt a RESOLUTION approving a professional services agreement with New World Systems for the purchase of finance, payroll and human resources management system software and the related implementation services along with a supplemental appropriation of $1,074,000 for the total project costs, and a professional services agreement with Government Financial Solutions, Inc. for Project Management Services. ID#13-559 Revised Resolution Calling the Election for the Special Tax Initiative Recommendation: Adopt a RESOLUTION rescinding resolution 20672 and calling for a special municipal election on Tuesday, March 24, 2015 for the submission of a proposed ordinance and authorize the city attorney to petition the court for relief regarding the election on the proposed special tax. CONSIDERATION ID#13-553 Community Benefits District Procedural Ordinance Recommendation: It is recommended that the City Council introduce a Community Benefits District Procedural Ordinance. ID#13-544 Tobacco Retailer License Ordinance Recommendation: Introduce an ordinance adding Article XIIA to Chapter 16 of the City Code establishing requirement for a Tobacco Retailers License.
