PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor. ID#15-014 Minutes Recommendation: Approve minutes of December 2, 2014; January 6, 2015; and January 20, 2015. ID#15-028 Financial Claims Recommendation: Approve financial claims report. ID#15-024 Electric Vehicle (EV) Replacement Incentive Program Grant Recommendation: Adopt a RESOLUTION accepting the grant and agreement by the Monterey Bay Unified Air Pollution Control District (MBUAPCD) and the City to replace two City vehicles; and authorize the direct purchase of two 2015 Nissan Leaf cars (electrical vehicle) from MY Nissan of Salinas. City of Salinas Page 2 Printed on 1/29/2015 City Council Meeting Agenda - Final February 3, 2015 ID#13-230 Sanborn Road/US HWY 101/Elvee Drive Improvement Project, CIP 9117 Recommendation: Adopt a RESOLUTION approving plans and specifications for the Sanborn Road/US HWY 101/Elvee Drive Improvement Project, CIP 9117; authorize issuance of invitation to public bid, with bids to be opened on March 10, 2015; and approve the appropriation of $1.7 Million of Trade Corridor Improvement Funds allocated by the California Transportation Commission (CTC) on January 22, 2015 ID#13-548 El Dorado Park Improvements, Project No. 9670 Recommendation: Adopt a RESOLUTION approving plans and specifications for the El Dorado Park Improvements, Project No. 9670; approve the transfer of $60,000 Gas Tax from the Street Rehab Project (CIP Account 9438) to Project No. 9670; and authorize issuance of invitation to bid, with bids to be opened on March 3, 2015. ID#15-010 20-Minute Green Zone Request at 323 Williams Road Recommendation: Adopt a RESOLUTION approving one (1) 20-MINUTE GREEN ZONE designation for the business tenant located at 323 Williams Road. CLOSED SESSION Receive public communications from the audience on Closed session items. The City Council will recess to closed session pursuant to: a. Labor Relations – Government Code Section 54957.6 with its designated labor representatives Ray Corpuz, City Manager; Jim Pia, Assistant City Manager; Christopher A. Callihan, City Attorney; Matt Pressey, Finance Director; and Marina Horta-Gallegos, Senior Human Resources Analyst; regarding labor relations with Service Employees International Union (SEIU), SEIU Supervisors, Salinas Municipal Employees Association/SEIU, Association of Management Personnel, Police Officers Association, Police Management Association, International Association of Firefighters, Fire Supervisors Association, Confidential Non-Management Employees, Confidential Management Employees, and Department Directors. b.
